The key requirement of this role is to ensure that the INEOS Acetyls UK Ltd Assets have the correct goods and services available to be able to meet the site production plans (including TAR and Maintenance) and Capex portfolio supplied at the optimal value. Accountability for the strategic development, negotiation, delivery and ongoing management of key third party goods and services providers. Environment/Context:

Lead negotiator for service and technical procurement agreements. Direct Contracts responsibility to an estimated value of $10m

Department suppliers, circa 800 vendors

Department Spend >$100m Including Capital Projects, Normal Maintenance & TAR's

Contract relationship manager for key suppliers to the Texas City Site

Accountabilities of the job:

Deputize for Procurement Manager when necessary.

Commercial management of key Site agreements.

Network with the global INEOS procurement organization and other INEOS BUs to maximize volume leverage.

Ensure that security of supply for goods and services are maintained safely, to the correct technical specification and on schedule to meet operational requirements.

Provide expert advice on procurement related risks, including in depth market knowledge both commercial and technical to all INEOS Acetyls Texas City procurement customers.

Lead negotiations with suppliers to secure best commercial terms for the business.

Identify and recommend new suppliers to the businesses that can offer a commercial or technical advantage to mitigate project or asset schedule risks.

Dimensions:

Department spend: >$100 million

Vendors: 800

Key suppliers: 20, with spend in excess of $200,000 pa

Main Contacts:

Site Procurement Manager: multiple times daily

Senior Technical Authorities: weekly

Texas City leadership team members: weekly

Contract Technical owners: daily

Vendors -- typically Key Account Managers: daily

Technical Skills:

MCIPS qualified preferred or equivalent chartered membership or QS qualifications. Previous procurement (10+ years) experience in a large complex manufacturing environment, dealing with contract negotiation and management desirable.

Strong IT skills including Excel, Word, SAP & Database analysis would be advantageous.

Identification of Total Cost of Ownership

Deep understanding of cost drivers in contracts in order to demonstrate transparency and overall value.

Expert, advanced negotiation skills and techniques.

Sound understanding of company policies, site safety standards and legislation.

Behavioral Skills:

Strong interpersonal and influencing skills with the ability to build relevant relationships and networks.

Self-starter working effectively in ad hoc multi-disciplinary teams, providing the team direction and focus to achieve overall objectives.

Strong organizational skills and the ability to react quickly and work to tight deadlines.

Ability to drive performance and positively influence other stakeholders outside of the reporting line in order to achieve positive results.

Experience in streamlining and optimizing existing processes. (Continuous Improvement)

Performance indicators:

Ensure goods and services are delivered/performed as per specification in a timely manner, within quality requirements and cost.

Delivery of financial cost avoidance and sustainable cost savings as per business plan.

Identification of supply risks and effective mitigation to ensure continuity of supply to the business.

Contributing to gaining a forward-looking plan regarding the needs of the Manufacturing team.
