You may be the Accounting Supervisor we are seeking The City of Portland Bureau of Environmental Services (BES) is seeking an Accounting Supervisor to join the Financial Services Division. The Accounting team within the Financial Services Division is responsible for ensuring the proper recording and reporting of a large and complex municipal sewer and stormwater utility bureau with an annual budget of over $1.6 billion and with debt outstanding of $1.4 billion. The Accounting team provides all aspects of accounting for a large and complex organization including accounts payable; accounts receivable; fixed asset recording; payroll; and other financial policy and reporting functions. The Accounting Supervisor will independently manage a team of 5 accounting professionals and a payroll expert to ensure all transactions adhere to financial policies and conform to Generally Accepted Accounting Principles (GAAP) and support Government Accounting Standards Board (GASB) standards. The position will also be the audit lead for the bureau’s external audit and work closely with the management and leadership teams of the bureau to provide policy guidance and procedures. This position will be expected to advance the bureau’s objectives of dismantling historic and systemic racism and incorporating equity into all aspects of decision-making, policy setting, and community impact within the position’s scope of responsibility. What you’ll get to do: Manage a team of 5 accounting professionals and a payroll expert to process transactions and record fixed assets. Develop and maintain policies and procedures to support accounting for a major public utility. Lead the bureau’s work with the city’s central accounting office and external auditor. Independently interpret and apply GAAP and GASB principles and standards. Manage the proper reporting and recording of grant activity. An ideal candidate will demonstrate through direct or transferrable experience: The ideal candidate will be licensed as a Certified Public Accountant or have experience that demonstrates commensurate knowledge of governmental accounting.
