Responsibilities: Provide financial/budget analyst support for an advanced research and development program. Candidate to provide support to program management, team leads and business financial manager (BFM). Provide support for Planning, Programming, Budgeting, and Execution reporting requirements, to include collecting financial data, analyzing financial and expenditure reports, and providing recommendations to support sound financial decisions based on the analysis. Provide financial support in drafting procurement documents for contracts, ensuring that justifications are provided in accordance with the procurement type. Review and analyze contract and government financial statements and reports to assist in updating and recording all expenditures and incurred/accrual costs monthly to support timely analysis of program execution. Analyze obligations and expenditures, maintain forecasts, and prepare reports on the status/recommendations and availability of funds. Provide support in reconciling the program budget by analyzing execution status sheets (obligations, expenditures and accruals) and contract resource information. Understand the program budget structure, both current and out-years, to support in identifying funding for efforts. Provide support in preparing budget documentation throughout the fiscal year, helping to ensure that formats are adhered to and that justifications are included. Establish and maintain program budget data source in excel for current and FYDP budget. Run various pivot tables using this data source for a variety of needs including budget drills, submits, weekly reports, etc. Maintain detailed notes to track all movement of funds between lines in budget data source file. Ensure that all funding actions are properly recorded in the data source for the current execution year as well as ensuring that any out-year funds needed for that package are reconciled. Education: Bachelor's Degree in a financial or business discipline from an accredited college or university. Experience cannot be substituted for education. Experience: Candidate must have at least five years of experience in financial analysis supporting DoD programs. Candidate must be proficient in Microsoft Office and Adobe products, with a preference for experience creating and manipulating pivot tables in Microsoft Excel. Candidate should have experience working in a dynamic, schedule constrained, complex security environment and have the ability to respond to drills with a short turnaround time. Qualifications:

JOURNEYMAN: A Journeyman level person within a labor category has 3 to 10 years of experience related to the functional duties for that labor category and a BA/BS degree. A Journeyman level person typically performs all functional duties independently. SENIOR: A Senior level person within a labor category has over 10 years of experience related to the functional duties for that labor category and a MA/MS degree. A Senior level person typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior level person may mentor and oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job. Six (6) years of Additional Relevant Work Experience may be substituted for a Bachelors Degree OR Associates Degree plus four (4) years of Additional Relevant Work experience may be substituted for a Bachelors Degree. Must be able to obtain and maintain a Department of Defense security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
