Description

Primary Function/Purpose:

IFES is seeking a consultant to provide support to business development efforts in the Middle East and North Africa. The consultant will participate in research, scoping missions, and needs assessments, recommend approaches, interventions and activities for new programs, contribute to proposal design, serve as lead proposal writer, and review and edit proposals and concept notes. This position will be remote, with possible travel to assignments when required. This Scope of Work applies to a Blanket Ordering Agreement (BOA). The consultant's services for specific assignments will be determined based on discrete activities for specific business development opportunities and captured in Task Orders.

Major Duties and Responsibilities:
  • Conduct research and participate in scoping missions and needs assessments to position IFES for new business;
  • Prepare needs assessment reports and recommend approaches, interventions and activities for new programs;
  • Contribute to proposal design and development;
  • Serve as lead writer on MENA proposals and concept notes;
  • Review, edit and critique MENA proposals and concept notes; and
  • Travel to assignment country, when required.
EDUCATION: Bachelor's Degree required

EXPERIENCE:
  • Minimum 10 years of experience supporting, managing or implementing democracy and governance (D&G) programs in the Middle East and North Africa.
  • Minimum 5 years of experience contributing to the design, development, and writing of D&G proposals for USG donors and/or clients. Experience with non-USG donors a plus.
  • Experience working with national or international organizations, preferably non-profit organizations working with USG-funded and non-USG funded projects.
  • Prior experience working within the USG on D&G programming highly desirable.
RELATED SKILLS OR KNOWLEDGE:
  • Strong writing and editing skills with an ability to tailor writing to different donors and audiences.
  • Strong verbal communication skills, with an ability to understand and discuss complex concepts and translate those into written reports and proposals.
  • Exceptional attention to detail.
  • Highly organized with a demonstrated ability to prioritize and meet tight deadlines.
  • Microsoft Office and Windows proficiency required.

LANGUAGE SKILLS: English required; Arabic highly desirable.
