Serves as a staff specialist assisting in the development and evaluation of a County of Maui strategy to end homelessness; performs the full range of duties involving program planning and monitoring activities to end homelessness following the Continuum of Care mission; and performs other related duties as required.

Distinguishing Characteristics:

This class is distinguished by its responsibility for assisting in the planning, development and evaluation of the Homeless Program for the County of Maui.

This class differs from the Homeless Program Coordinator in that the Homeless Program Coordinator serves as the

County's principal resource person on homeless issues, and develops and evaluates the County's homeless operations and activities; whereas, the Homeless Program Specialist serves as a staff specialist performing the full range of program planning and monitoring activities under the general direction of the Homeless Program Coordinator The following are examples of duties and are not necessarily descriptive of any one position in this class.

The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

Assists with conducting ongoing resource assessment of agencies involved with homeless programs and issues. Assists in reviewing and compiling data within the Homeless Management Information System (HMIS). Assists in the development, implementation, and maintenance of Maui County's Coordinated Entry System (CES) for homelessness. Works with service providers to obtain information on the homeless population. Assists in completing and submitting reports related to the County of Maui's programs and services. Reviews and compiles homeless data and assists the Homeless Program Coordinator with comprehensive planning. Assists in conducting programmatic and financial monitoring of Maui County funded homeless providers. Arranges, prepares, coordinates and sets-up logistics/equipment for workshops, community forums, special training(s), etc. in regards to the County of Maui Homeless Program. Responds to oral and written inquiries regarding the County of Maui's Homeless Program. May attend training workshops, staff meetings, Continuum of Care meetings/conferences, and other related meetings as assigned. Perform clerical work required of the Homeless Program. Performs other related duties as required. This is the first specification approved for the new class, HOMELESS PROGRAM SPECIALIST, effective September 1, 2016.

APPROVED: October 7, 2016 Training and Experience:

A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in business administration, public administration, political

science, psychology,

sociology; social work or a related field, and two years of responsible professional work experience in such fields as counseling, social services, health, education, parole services, or rehabilitation services, including experience working with minority groups.

License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).

Knowledge of:

Federal, State and local laws and ordinances, particularly those relating to or affecting the homeless; homeless population's history, demographics, and trends; contracting and grants management principles, practices and procedures; program budgeting and budget monitoring methodologies and techniques; current economic environment and available resources and support, as well as emerging practices and solutions for homelessness.

Ability to:

Work independently, organize work, and function effectively under stressful conditions to meet deadlines; establish and maintain effective working relationships with persons possessing a wide range of educational and work experience, backgrounds, agency employees, representatives of community groups, and the general public; understand, interpret and apply pertinent rules, laws federal regulations and administrative directives and translate them into plain, clear, written language; understand the Continuum of Care function and process

established by the Federal Department of Housing and Urban Development (HUD); evaluate and draw sound conclusions from available data; and communicate effectively .
