**Duties**:

- Primarily supporting the bureau/office providing funding for the position, manages the full cycle recruitment process for the Crisis Operations Team, engaging in tactical and strategic sourcing to attract, identify, and place top talent.
- Producing a variety of operational Human Resources reports and presentations when called upon to assist with semi-annual performance reporting, quarterly customer service reporting, and monthly and bi-weekly processing quality assurance efforts.
- Developing agency-wide guidance material on the implementation of methods and procedures involving areas that require new or substantially modified work methods or procedures of operational problems or deficiencies.
- Analyzing operational effects of changes in law or regulations; identifying and clarifying problems and issues, and proposing fully researched agency implementation actions.
- Identifying key policy issues and developing operating policies, procedures, and guidance pertaining to the assigned area of Human Resources operations.
- Assisting with the development and validation of program assessment tools to gauge the effectiveness of Human Resources operational programs, and maintaining professional relationships with clients to understand the work of crisis operations.

**Qualifications**:
**Specialized Experience**:GS-09**: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the **GS-07** level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:
- **Assisting in the resolution of problems and issues that often involve non-conflicting or incomplete information.**
- **Assessing situations that are complicated by ambiguous, disputed, conflicting, and/or incomplete data requiring significant reconstruction to isolate issues and/or problems**
- **Participating in analyzing the effects of change of law and regulations**.

- **Education**:Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
- OR
- **Combination of Education and Experience**:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
- **GS-11**: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the **GS-09** level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:
- **Proving HR operational support including policy development, HR operational advisory services for at least one functional area (e.g., Recruitment and Placement, Classification, Employee Relations, Performance Management, HR Development, Employee Benefits), using a variety of Human Resources standards and regulations.**
- **Troubleshooting complex, sensitive HR matters.**
- **Developing proactive HR solutions to complex management problems.**
