The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the US Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including the District of Columbia Public Schools and charter organizations), and community-based organizations. There are six teams within OSSE Human Resources: Employee Relations, Payroll, Training & Development, Recruitment, Leave Programs and Compliance. Our office is seeking a dynamic and motivated Human Resources Specialist to join the team and carry out essential workplace functions in a unionized environment.

**Duties and Responsibilities**

The Employee Relations Specialist will collaborate with internal stakeholders within all levels of the Agency as well as external resources while obtaining facts surrounding reported concerns and deriving appropriate recommendations and determinations in alignment with organizational policies and practices; advise and assist managers and other internal stakeholders on employee relations issue; conduct formal investigations into allegations of employee misconduct, providing resolution and recommendations for disciplinary action; educate managers and employees, through one-on-one interactions and formal training, District policies and procedures; prepare corrective and adverse disciplinary actions in accordance with District personnel policies and established deadlines; and maintain thorough records of personnel actions for HR and metrics reporting.

**Qualifications and Education**

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirement.

Bachelor’s degree in business administration, human resources, industrial psychology, or related field highly desired. Two years’ experience in employee relations and working in a unionized setting is preferable. Must have strong analytical skills and logical reasoning, with the ability to identify and resolve sophisticated and sensitive human resources related issues.

**Licenses and Certifications**

None. HR certification preferred.

**Working Conditions/Environment**

Work is normally performed in an office environment.

**Tour of Duty**: Monday - Friday; 8:30AM-5:00PM

**Duration of Appointment**: This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

**Promotion Potential**: No known promotional potential

**Plan, Series, Grade**: CS-201-12

**Collective Bargaining Unit (Non-Union)**:This position is not covered under a collecting bargaining agreement.

**Residency Preference**: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
