**Duties**:
**As a Human Resources Specialist (Human Capital Mgmt), you will**:

- Participate as a team or workgroup member on departmental workgroups addressing such issues as; human capital changes and new/changing initiatives in human resources program areas related to assigned functions.
- Develop data and recommendations regarding succession planning, workforce planning, and human capital planning.
- Oversee the administration of survey and studies related to human capital issues, including, but not limited to the administration of the annual employee survey and the analysis of the results there from. Develops memorandums, action plans, communications, and other effective tools to discern and address workforce issues and their impact on agency mission accomplishment.

**CONDITIONS OF EMPLOYMENT**:

- **SELECTIVE SERVICE**: Males born after 12/31/1959 must be registered for the Selective Service.
- **GOVERNMENT TRAVEL CARD**: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
- **TELEWORK ELIGIBILITY**: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position.
- **PCS/RELOCATION/RECRUITMENT**: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required.
- **PROBATIONARY PERIOD**: Applicants may be required to successfully complete a one-year probationary period (unless already completed).

**Qualifications**:
To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

**To qualify for the Grade 13**, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

- **Experience evaluating human capital management programs and operations using qualitative and quantitative analysis methods to develop goals and objectives to further agency program performance, and**:

- **Experience developing new policies and systems in critical program areas such as recruitment, classification, compensation position management, reduction-in-force, workforce planning, Human Capital initiatives, and other measurable activities.**

**To qualify for the Grade 14**, you must have at least one year of specialized experience equal or equivalent to the GS-13, it must include:

- **Experience developing, analyzing, and advising on Human Resources (HR) policy, guidelines and programs, to include rendering authoritative policy interpretations on issues that affect agency level programs or evaluating HR functions and measuring their contribution to HR program mission and operations or similar work.**

**KNOWLEDGE, SKILLS AND ABILITIES (KSAs)**:Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

- **Human Capital Management**: Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.
- **Workforce Planning**: Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals.
- **Program Management**: Knowledge of the principles, methods, and tools for the coordinated management of a program to include providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
- **Oral Communication (*)**: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- **Written Communication (*)**: Writes in a clear, concise, organized, and convincing manner for the intended audience.
