Job Description

This position is with our CDR-Program Integration program area.

Performs routine (journey-level) grant administration work to assist with daily operations as it relates to the Local Hazard Mitigation Plans Program and Resilient Communities Program within CDR.Work involves monitors, reviews and evaluations to ensure compliance with CDBG-DR policies and procedures, statues, and rules with support of CDR teams. Assists with transfer of subrecipient information from application intake system into SharePoint and TIGR.Assists with file maintenance. Prepares assigned specific reports, correspondence, critical process documentation and programmatic special projects according to assigned area of expertise.Works under general supervision, with moderate latitude for the use of initiative and independent judgement.Employees at this level will rely on direction from others to solve problems that are not standard. Additional work and reporting will be assigned to meet the organization's need.

Essential Job Elements
  • Supports the disaster recovery grant program with activities assigned based on area of expertise that may include coordination with other team members and vendor staff, application approval, grant management, and amendment approval to ensure compliant deliverables and program compliance.
  • Communicates both verbally and written with grant recipients, vendors, external stakeholders, and internal GLO staff; works with CDR staff and contractors to resolve technical problems.
  • Provides technical assistance to affected stakeholders to ensure successful delivery of recovery efforts from program start-up to grant closeout.
  • Serves as a liaison and representative for the GLO-CDR program with the constituents, elected officials, their assignees, vendor representatives and the general public as it relates to assigned programs.
  • Prepares assigned specific reports, correspondence and programmatic special projects according to assigned area of expertise.
  • Assists in the coordination of state and vendor staff. Provides guidance to team through training, prioritization, coordination and assignment of work activities.
  • Monitors, reviews, and evaluates compliance with CDBG-DR policies and procedures, statues, and rules with support of CDR teams, as it applies to assigned programs.
  • Collects, organizes, analyzes and prepares materials for executive reports, required federal reports, legislative inquiries and public information requests.
  • Performs other tasks as assigned by CDR Management according to area of expertise in support of the work of GLO-CDR.
  • As it relates to the position, obtain proficiency in TIGR, using it to create and complete all applications, projects, project sites and budgets as required by CDR Management.
Qualifications:

Minimum Qualifications
  • Graduation from an accredited four-year college or university with major coursework in public administration, business administration, or a related field. Experience and education may be substituted for one another.
  • One (1) or more year(s) of additional experience in the administration, development, coordination, and monitoring of grants.
  • Proficient with Microsoft Office 365 (Word, Excel, PowerPoint, etc.).
Preferred Qualifications
  • Disaster Recovery and/or community development block grant experience; preferably within Grant Management and/or Development Programs.
  • Working knowledge of Customer Relationship Management systems such as Microsoft Dynamics; working knowledge of databases like QuickBase.
  • Experience in the administration of federally funded programs.
  • Experience in tracking and reporting on program expenditures.
  • Experience in compliance for federally funded programs (LIHTC, CDBG, etc.).
Knowledge, Skills, and Abilities
  • Knowledge of laws and regulations pertaining to grants and/or contract administration; business administration principles and practices; and research and budgeting processes.
  • Skill in grant preparation, development, evaluation, and monitoring; report writing; budget development; and the use of a computer and applicable software.
  • Ability to interpret guidelines, policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; and to communicate effectively.
  • Ability to attend work regularly and adheres to established work schedule in accordance with agency leave and attendance.


Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
