- Provides highly advanced (senior-level) consultative services and technical
- assistance to the Director of the Pharmacy Unit in the HIV/STD Section (Section); including
- managing and overseeing special projects, legislative implementation plans,
- budgets/contracts/grants and special assignments. Would act as the primary staff
- for ensuring ongoing compliance with federal requirements by all Section 340B
- Programs. Would act as the primary internal and external program coordinator and
- liaison for all 340B-related matters. Evaluates program operations and makes
- recommendations to develop and implement program process improvements to
- the 340B program, ensuring that they align with any and all federal and state laws
- and requirements; and the programs goals and objectives. Oversees and prepares
- policies and procedures, objective reports, formulates strategic solutions to
- problems, and advises accordingly. Works under mínimal direction of the
- Pharmacy Unit Director with extensive latitude for the use of initiative and
- independent judgment.

**Essential Job Functions**:
Attends work on a regular and predictable schedule in accordance with agency
- leave policy and performs other duties as assigned.
- (40%) Provides senior-level consultative services and technical assistance to the
- Director of the Pharmacy Unit within the HIV/STD Section; including managing and overseeing special
- projects, including legislative implementation plans, budgets/contracts/grants and
- special assignments. Ensures that policies and procedures are developed and
- implemented according to Federal and State laws, requirements and guidance, and
- that all program policies and procedures are reviewed and approved by the DSHS
- legal department. Monitors, reviews, and evaluates compliance with program
- policies and procedures, statutes, and rules for the Section 340B program.
- Monitors and assesses 340B guidance and/or rule changes, including changes that
- affect state ADAPs. Attends regular 340B trainings and shares lessons and hot
- topics with staff. Maintains knowledge of the policy changes that affect the 340B
- Program, including, but not limited to, HRSA/OPA rules and Medicaid changes.
- Responsible for ensuring that the annual HRSA certification is accurately
- completed within the allowable time frame. Responsible for ensuring registration
- of any new child site within the allowable time frame.
- (25%) Provides guidance and support to the DSHS, Pharmacy Unit and Section management team
- on policy, planning and operations of the 340B program. Reviews and negotiates
- any new 340B contracts. Maintains all 340B contracts. Develops policies and
- procedures to ensure compliance with HRSA/ OPA requirements. Develops,
- executes, and documents self-audits of the 340B process. Coordinates and
- ensures remediation of findings. Oversees periodic audit of all contract
- pharmacies. Serves as the point person and coordinator for all audits. Coordinates
- all requests and responses, including technical assistance, training, and corrective
- action plans as needed. Makes recommendations to programs and leadership for
- sanctions or other corrective actions as appropriate.
- (20%) Assesses opportunities for cost savings and business improvements in 340B
- contract pharmacy utilization. Assesses opportunities for cost savings and system
- improvements to yield higher compliance. Represents the programs in senior-level
- meetings. Performs high-level document review, assuring materials are accurate,
- clear, concise, easily understood by their target audience, and submitted on time.
- Makes data and information available to decision makers in order to assist them
- with policy decisions and resource allocations.
- (10%) Tracks and reports program savings on a regular basis; communicates to
- the leadership team on an ongoing basis. Prepares and assists in the monitoring of
- various tracking and reporting measurements to ensure compliance with the
- program.
- (5%) Other duties as assigned to include but are not limited to actively
- participating and/or serving in a supporting role to meet the agency’s obligations
- for disaster response and/or recovery or Continuity of Operations (COOP)
- activation.
