Job Description:
The Program Specialist VII is selected by and reports to the Director of the Surveillance Utilization Review (SUR) Division of the Office of Inspector General (OIG), providing support and performing highly advanced senior-level consultative services and technical assistance related to fraud, waste, or abuse in Texas Health and Human Services programs. Works under limited direction with extensive latitude for the use of initiative and independent judgment.

The Program Specialist VII leads multiple complex projects in support of the SUR program areas simultaneously. Primary responsibilities include strategic planning, policy research, data research and analysis, report development, and collaboration with various internal and external stakeholders.
Essential Job Functions:
(45%) Provides senior-level consultative services to SUR leadership. Leads special projects, strategic and operational initiatives, complex policy and data research, and assignments concerning program integrity activities related to Medicaid, CHIP, and other Health and Human Services programs. Formulates strategic solutions to problems; and advises SUR leadership accordingly. Develops and implements effective techniques for evaluating division resource allocation and utilization review activities. Facilitates and oversees continuous process improvements. Advises SUR program areas in light of policy and data trends to improve future work.

(35%) Researches, reviews, and interprets federal and state legislation, statute, rules, regulation, and policy. Conducts complex data and policy research, in collaboration with other OIG areas as appropriate, and tracks substantial changes to policy. Serves as a resource to other OIG staff. Performs or oversees the collection, organization, analysis, and preparation of materials in response to requests for information. Prepares complex objective reports, planning documents, memoranda, letters, and other communications. Plans and implements new procedures based on federal or state legislation and agency policy. Assists with executive assignments.

(20%) Supports and provides guidance to staff in the implementation and integration of new methods and/or policies and procedures. Coordinates with staff across SUR program areas to accomplish division objectives. Communicates regular project status updates to SUR leadership and provides additional information upon request. Coordinates with internal and external stakeholders as needed to resolve problems, develop best practices, and to create efficiency within OIG. Represents SUR leadership at meetings and on committees, task forces, and interagency workgroups as requested. Serves as a liaison with subject matter expertise on SUR functions to ensure effective coordination between SUR program areas and other stakeholders, as well as a technical resource to SUR staff. Develops and delivers presentations to professional groups including but not limited to managed care organizations, internal and external stakeholders, and other community and governmental groups.
