Program Specialist VII

The Texas Health and Human Services Commission (HHSC) Access and Eligibility Services (AES) Office of Administration (OA) department seeks a highly qualified candidate to fill the position of the Contract Operations Senior Advisor (Program Specialist VII) within Contract Operations (CO).

This position performs highly advanced and executive-level research, planning, and consultative support to the Director of Eligibility Operations and Disability Determination Services Contract Management (EODDS CM) team.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF1:
The Senior Advisor performs highly advanced and executive-level research, planning, and consultative support to the EODDS CM Team Director, including strategic planning, special project management, and directing and developing policy, and implementing and monitoring quality assurance standards. Additionally, the Senior Advisor is responsible for overseeing the planning, development, and administration of internal quality assurance and compliance activities. Quality assurance reviews must be performed on contract related documents for accuracy and compliance with state contract and procurement law. As a result, this will require the development of or impacts to internal procedures to ensure accountability and documentation related to performance measures, contract management, and monitoring; then prepare and distribute routine and ad hoc responses/feedback concerning performance measures to ensure compliance with the overall agency directive. This requires an analysis, interpretation, and reporting of performance monitoring data to management and participating in corrective action planning. The Senior Advisor will develop staff surveys to assess staff needs and gather feedback on existing processes, develop and conduct staff training as new program policies and procedures are implemented, and participate in providing new hire orientation activities as needed. (25%)
EJF2:
The Senior Advisor assists the EODDS CM Team Director in planning, assigning, guiding, and overseeing the work performed by staff in contract finance, contract management, monitoring, quality assurance and enrollment. The Senior Advisor coordinates all aspects of assigned projects to the respective contract area, ensures projects follow established requirements and evaluates the effectiveness of business operations. The Senior Advisor develops tools and resources to assist the teams to complete day-to-day operations efficiently and effectively, participates in the leadership of Contract Operations, and works under limited direction with extensive latitude for the use of initiative and independent judgment to ensure that goals are met. The Senior Advisor uses information from the fiscal year strategic plan, such as milestones and deliverables, and plans out how those metrics will be achieved by each of the respective teams, including dates and responsible owners for each metric. (25%)
EJF3:
The Senior Advisor must assign and establish short and long-term activities, deadlines, and goals for Contract Operations to meet assigned deadlines. They will work closely with the EODDS CM Team Director and Managers to establish and/or update and implement contract management and monitoring policies, standards, procedures. This position tracks correspondence and assignment activities; reviews assignments for accuracy and completeness; and produces a weekly overdue task list and follows up on items overdue. (25%)
EJF4:
The Senior Advisor serves as the vital link (conduit of communications) within EODDS CM Team and other AES areas. The Senior Advisor receives request for contract information from various departments within HHSC, which may include open records requests, legislative inquiries, or internal HHSC stakeholder requests. The Senior Advisor coordinates the review and response with the most appropriate area within Contract Operations to provide the requested information. This process may also involve the Senior Advisor scheduling coordination meetings with multiple areas to collaborate on the appropriate response. The Senior Advisor is responsible for disseminating information received from various HHSC departments to applicable areas within AES. If AES identifies a need for policy change to occur that is external to AES, the Senior Advisor is responsible for coordinating with the external areas to begin the impact analysis and change process. (10%)
EJF5:
The Senior Advisor will also assist the EODDS CM Team Director with researching legislative mandates and/or bill analyses to determine if there are any potential impact to the program and/or operations. They are responsible for preparing a comprehensive final impact analysis to brief senior and executive program leadership. (10%)
EJF6:
The Senior Advisor is responsible for providing information to auditors for various audits. Additionally, they review the results of internal audits, state auditor reports, CPA audits, federal statewide single audits, as well as, related to state procurement and contracting laws and regulations; and provides direction and guidance to management and contract teams on related audits. (5%)
