Under the supervision of the Staff Services Manager I (SSM I), the Staff Services Analyst will perform the following duties within Customer Service of the State Hearings Division (SHD):
Analyze, research, and process issues regarding public assistance program hearing requests and hearing process inquiries with the use of State Hearings Division (SHD) Appeals Case Management System (ACMS) from applicants/recipients of public assistance programs, County agencies, attorneys, various organizations representing applicants/recipients, and the general public. Correspond with program and claimant, and review any additional information received. Analyze facts against appropriate regulatory and policy provisions and develop written recommendations to management for the appeal decision. Develop the supporting case file for appeals that escalate to a review by an Administrative Law Judge. Prepare case file documentation in preparation for hearing and ensure accuracy of case information. Maintain current, organized, and retrievable program material to ensure accurate and timely responses. Respond to inquiries from other entities in the California Department of Social Services, Department of Health Care Services, Covered California, federal government, other state departments, county welfare departments regarding program activities and special projects. Provide interpretation of state and federal eligibility statues, regulations, policies and guidelines to the general public and internal and external stakeholders. Assist in the development and maintenance of procedures, program operations, and program notices for compliance with state and federal standards. Analyze alternatives, identify consequences, compile findings and make recommendations to management to assist in policy determinations and process changes.
