Works across the programs to support development of short
- and long-term goals and strategic plans related to initiatives, mandates, projects, pilots, grants and other assignments. Provides leadership, consultative services and technical assistance to plan, implement, and monitor special projects, including developing metrics, project plans, project management processes, timelines and resources. Works under mínimal supervision, with extensive latitude for the use of initiative and independent judgment.

**Essential Job Functions**:

- (20%) Assists in ongoing formal and informal FHS contract-related training needs assessments. Uses data gathered to develop and maintain up-to-date, high-quality training, resources, and job aids.
- (15%) Within specified timeframes, consistently provides high-quality written and verbal information to internal and external stakeholders in response to requests for program information.
- (15%) Explains and oversees contract compliance efforts. Determines contract-related data trends, informs leadership, and works with appropriate FHS program staff to resolve contract oversight and operational problems, using FHS program and agency statutes, and rules to guide decision making.
- (10%)Performs accurate and thorough contract-related research to gather information to prepare formal legislative, HHS, and FHS reports. Oversees the timely completion of required reports.
- (10%)Demonstrates commitment to the goals of FHS, shows initiative, to take on new projects, is team-oriented, and committed to outstanding customer service, and focuses on promoting efficiencies and accountability.
- (5%) Performs other duties as assigned in a timely and accurate manner.**Knowledge Skills Abilities**:
Knowledge of local, state, and federal laws related to the program area; public administration
- and management techniques; statistical analysis processes; budget processes; research
- techniques; training and marketing techniques; and program management processes and
- techniques.
- Knowledge and experience in project management techniques. Experience leading staff work processes, setting priorities and monitoring performance.
- Knowledge of state and federal laws and regulations relevant to the FHS and social services programs.

- Knowledge of Health, Developmental and Independence Services contracts, policies and procedures preferred.
- Knowledge of public administration techniques and program management processes.
- Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to
- market programs; to prepare reports; to develop, evaluate, and interpret policies and
- procedures; to communicate effectively; and to serve as a lead worker providing direction to
- others.
- Ability to lead and manage multiple high-priority special projects simultaneously.
- Skill in written and oral communication, including the ability to write technical information in an understandable format.
- Ability to work cooperatively as a team member in a fast-paced, deadline orientated environment.**Registration or Licensure Requirements**:
Certification as a Certified Texas Contract Manager (CTCM) or obtained within the first six months of hire date.

**Initial Selection Criteria**:
Graduation from an accredited four-year college of university. Work experience and demonstrated project management success may substitute for up to 4 years of education requirement.- **Additional Information**:
