This position is located within the DC Department of Parks and Recreation (DPR). The mission of DPR is to provide equitable access to Gold Standard recreational programs, services, and facilities - across all 8 Wards. DPR provides quality urban recreation and leisure services for residents and visitors to the District of Columbia. The incumbent in this role is responsible for working with the Deputy Director of Public Engagement and Strategic Development in establishing financial management and grant monitoring systems, procedures, policies, and objectives.

**Duties and Responsibilities**

Provides advice and assistance to agency management on a wide variety of agency resource allocation policy and planning issues/problems. Assists the Deputy Director of Operations in ensuring that District and agency goals, priorities, values, performance objectives, return on investment, and other issues are interpreted and considered in making financial program decisions. Assists in the formulation of DPR priorities for investments and resources, as well as program selection and assessment standards. Prepares program justifications for grants, programs, and policy briefing materials for senior officials. Analyzes and evaluates legislation, policy, and financial aspects of the District and Federal youth rehabilitation program.

Monitors and evaluates District and Federal legislative provisions affecting youth rehabilitation programs; informs agency leadership of the need to support or oppose pending legislation based on correspondence, decision papers, policy reports, and cost-benefit analyses. Prepares long and short-term obligation plans and other resource funding plans and programs. Participates in long-range resource allocation planning, and evidence-based program investment plans. Monitors adherence to obligation and spending plans and provides reports to the Deputy Director of Public Engagement and Strategic Development regarding spending and resources.

**QUALIFICATIONS AND EDUCATION**

Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level, which is in or directly related to the line of work of this position. Specialized experience may include but not be limited to comprehensive knowledge of research methodologies including comparative economic analysis, grant, and program evaluation techniques to prepare cost-benefit analysis, formulation of project priority setting criteria, and policy development. Extensive knowledge of and skill in decision-making, in order to make sound, well-informed, and objective decisions, perceive the impact and implication of decisions, and commit to action even in uncertain situations. In-depth knowledge of grant and project management and procedural development and demonstrated ability to guide projects to completion successfully. Excellent skill in written and oral communication and techniques to prepare decision papers, policy reports, briefing papers, correspondence, and infrastructure capital needs analyses in a style and format appropriate for both technical and non-technical audiences. Demonstrated knowledge of and skill in utilizing computers including but not limited to Microsoft Office (word, excel, access, and PowerPoint) the internet, telecommunications electronics spreadsheet programs, database management systems, and graphics to prepare decision papers, policy reports, briefing papers, correspondence, and evidence-based program analyses, etc.

Work is typically performed in an office setting.

**Tour of Duty**: Monday-Friday, 8:30 a.m. 5:00 p.m.; weekends as needed.

**Duration of Appointment**: MSS - At-Will. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

**Pay Plan, Series and Grade: C**S-0301-13

**Promotion Potential**: No known promotion potential
