**THE POSITION**:
**DESCRIPTION OF WORK**:
The Director of Technology (IT) is a key role within the Pennsylvania Health Insurance Exchange Authority (PHIEA), known as Pennie, which is an independent state agency. The work of this position focuses on maintaining and enhancing the technology capabilities required for Pennie to fulfill the mission and strategic goals of the organization. The position is responsible for ensuring the stability and functioning of the public-facing Exchange platform through the oversight of a vendor providing a commercial, off-the-shelf system and the management of software lifecycle development with disciplined release management and quality assurance. The position also oversees data analytics for the organization with the objective of producing actionable and accurate reports to inform decision-making processes. Infrastructure and networking are not key aspects of this role. This role is also responsible for identifying, acquiring, and maintaining solutions for other business needs apart from the core Exchange platform.

**Work Schedule and Additional Information**:

- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
- ** Telework**:You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- ** Salary**:_ _**In some cases, the starting salary may be non-negotiable.

**REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY**:
**QUALIFICATIONS**

**Minimum Experience and Training Requirements**:

- Seven years of professional IT software management experience in support of healthcare systems, including 5 years in a managerial capacity supervising software development teams, and a bachelor’s degree in computer science, Management, Computer or Business Information Systems or a closely related field; **or**
- An equivalent combination of experience and training that includes seven years of professional IT software management experience in support of healthcare and five years in a managerial capacity supervising software development teams; **and**
- Must include at least 3 years of experience with software related to health coverage or eligibility for health programs, specifically related to health insurance exchanges or marketplaces, health insurance companies, Medicare, Medicaid, or employer coverage.

**Additional Requirements**:

- You must be a Pennsylvania resident.
- You must be able to perform essential job functions.

**Preferred Qualifications **(not required)**:

- Project management and/or vendor management experience
- Experience in software requirements development and delivery validation
- Graduate degree or second degree in the field of management, leadership, and/or administration
- Experience with Affordable Care Act state-based healthcare insurance exchanges or marketplaces
