**Overview**:
The Client is seeking a Purchasing Analyst with 2+ years of IT procurement experience. The incumbent will handle IT and other types of procurements, develop IT sourcing strategies, and manage procurement processes.

**Responsibilities**:

- Develop and execute IT sourcing strategies for services and goods.
- Identify and solve IT procurement business problems.
- Evaluate, negotiate, and select IT solutions that provide the best value.
- Ensure compliance with state procurement regulations, policies, and procedures.
- Manage multiple projects simultaneously and maintain procurement records.
- Develop RFPs, IFBs, and other contractual documents.
- Conduct vendor negotiations and administer contracts.
- Research techniques for obtaining complex/technical goods and services.
- Analyze data and develop reports for high-value IT procurements.
- Advise procurement requesters on processes, responsibilities, and issues.

**Required Skills and Experience**:

- IT procurement experience (2+ years).
- Knowledge of state procurement policies and procedures.
- Proficiency in MS Office (Word, Excel, PowerPoint) and the state’s eVA procurement system.
- Strong organizational and communication skills.
- Ability to work independently and manage time effectively.
- Experience in developing RFPs, IFBs, and other contractual documents.
- Experience in vendor negotiations and contract administration.
- Experience with public procurement, contracting laws, and state regulations.
- Experience with complex technology-related procurements and service contracts.

**Preferred Certifications**:

- Virginia Contracting Officer (VCO)
- Certified Public Purchasing Officer (CPPO)
- Certified Professional Public Buyer (CPPB)

**Job Type**: Contract

Pay: $60.00 - $70.00 per hour

Expected hours: 40 per week

Schedule:

- 8 hour shift
