**Minimum Qualifications**

MINIMUM QUALIFICATIONS:
NY HELPS
These titles are part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:

**A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
COMPETITIVE MINIMUM QUALIFICATIONS:



- A bachelor’s degree or higher

**Duties Description**
- Assist with the evaluation of pre-professional and professional education and training, and exercise independent judgment and make a final determination in less complex cases;
- Analyze credentials received in support of applicants and make judgments regarding authenticity;
- Research and report on Comparative Education matters while maintaining professional relationships with other comparative educational systems and organizations; and
- Advise other state, national, and non-governmental agencies, as well as individuals, concerning established policies, practices and procedures of the Office.

**Additional Comments**

CONDITIONS OF EMPLOYMENT:
These will be contingent permanent or permanent, competitive or contingent permanent or pemanent non-competitive appointments. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

- $49,363 (Trainee 1- NS equated to SG-13)
- $52,198 (Trainee 2- NS equated to SG-14)
- $65,001 (Full Performance level SG-18)

These positions lead to a maximum salary of $82,656 based on annual performance advances and traineeship advances.
