**Duties**:
As a working leader, the incumbent is responsible for duties such as the following:

- Provides advisory, consultative and technical services to agency program and line managers. Determines qualifications and identifies skills requirements. Supports the talent acquisition initiatives and recruit actions for higher level positions.
- Demonstrates proper work methods and provides guidance on the business processes of TAB to be followed by the team to ensure consistency and accuracy in the work that is performed; ensures that policies, strategies, guidance materials and recruitment tools are available and utilized.
- Serves as the Senior Human Resources Specialist specializing in quality assurance procedures and processes to ensure all personnel actions, recruitment actions, vacancy announcements, referral and selection actions are in accordance with applicable policies, processes, procedures, rules and guidance.
- Recommends solutions to hiring challenges based on established policies and creative talent acquisition hiring methods.
- Identifies, distributes and balances workload and tasks among employees and ensures that employees have an integral role in developing the final team product.
- Monitors and accurately reports on the status and progress of work assignments.
- Prepares, analyzes, maintains and issues performance metrics, operational indicators, hiring metrics, Key Performance Indicators (KPIs) and internal control reports, and assesses program achievements against established goals. Identifies, maintains, and enhances data needs; and provides HR reports as needed.
- Uses the HRIS talent acquisition modules and relevant systems to support talent acquisition efforts.
- Monitors and oversees agency-wide human resources management program and functionality of HRIS systems. Identifies, develops, and resolves issues arising from HRIS services and transactions. Provides quality control and testing functions; investigates and identifies specific problems and errors; determines cause; and seeks resolution. Gathers system requirements and translates them into specific requirements that solve or improve complex HR issues. Ensures that training is provided to supervisors and employees on the effective use of the HRIS system.
- Performs talent acquisition duties for which innovative and proactive sourcing, attracting and recruiting strategies are developed and utilized. Develops and conducts recruiting outreach efforts at job fairs and at meetings with community and specialized groups.
- Reviews talent acquisition and placement activities and provides authoritative advice or best practices on interviewing and selection activities.
- Provides ongoing training to current or new HR Specialist and assistants. Seeks and imparts training and refresher training of the team on the various modules.
- Provides guidance to clarify existing and new processes, resolve conflicting guidance, and to alleviate other potential or existing problems.
- Identifies policy issues, evaluates alternative agency strategies, and makes definitive recommendations to senior management.
- Writes and implements policies, processes and procedures.
- The incumbent acts as the Chief in their absence.

**Qualifications**:
**Specialized experience** is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Specialized experience for this position includes:

- Served as an expert executing and coordinating Federal talent acquisition activities for a multi-functional organization.
- Provided advisory services on issues requiring substantial HR policy interpretation.
- Developed recruitment and placement strategies to deal with significant staffing-related initiatives.
- Performed human resources information system (HRIS) activities.
- Applied written and oral communication techniques sufficient to develop and deli
