Position Summary

This Senior Environmental Scientist - Air Quality Subject Matter Expert position supports PG&E’s Environmental Management Facility Compliance Team as an authority on air quality regulatory compliance. This is a hybrid position primarily conducting work from a home office, with limited travel requirements to facilities in coverage territory which includes PG&E’s Northern Service Territory, generally encompassed by the Bay Area and Stockton region of the Central Valley to the northern extent of the service territory. This is an ESC or union-represented exempt classification currently subject to collective bargaining.

 

This is a senior-level position that requires project management and program management skills and duties and provides technical support for a wide range of air quality (AQ) compliance matters. Furthermore, the duties for the position include enhancing and/or creating clear and consistent guidance/programs/procedures and collaborates with Environmental Management (EM) personnel

and functional area (FA) partners (e.g. Gas Operations, Electric Operations) to effectively communicate and implement AQ compliance guidance/programs/procedures intended to comply with numerous local, state, and federal regulations/requirements/policies following the spirit and intention of the law.

 

The Senior Environmental Scientist will collaborate, support, and provide guidance to Environmental Field Specialists (EFS) and others within EM and Gas and Electric Operations who support both facility compliance and construction projects while maintaining alignment with PG&E goals, directives, and values. For both projects and facility support, this position’s objective is to resolve problems, eliminate obstacles, streamline work practices and reduce AQ risks. This position will also be responsible for development and implementation of AQ compliance practices, programs, and strategies across the PG&E service territory. This position reports to the EM Supervisor supporting Gas and Electric Transmission.

 

The primary responsibility for this position is to support and collaborate with Gas Transmission (GT) Facilities; however, this position will also support Electric Transmission (ET) and Telecommunications facilities including substations, as well as GT and ET Projects at non-permitted facilities to ensure they have fully compliant AQ systems and processes in place that are consistently applied system wide.

 

This position is hybrid, working from your remote office and your assigned work location based on business need.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreements, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:​

 

California Minimum: $123,384​

California Maximum: $165,204

 

 

Job Responsibilities

− Works in adherence with all safety requirements and drives safety forward by

company work procedures and safe work practices. Identify and mitigate unsafe work conditions.

 

−Responsibilities associated with this position include providing air quality environmental compliance support for Gas & Electric Transmission facilities and projects and include but are not limited to the following:

 

  • Gas Facility Compliance Support – Title V
    • Support Gas Transmission facilities on Title V compliance program implementation, including:
      • Semi-annual and annual report preparation
      • Source testing coordination
      • AQ compliance program updates and support
      • Facilitate local air district, state, or federal inspections, inquiries, data requests, etc.
      • Response to non-compliance and internal audits
      • Annual review and revision of AQ documents
      • Manage permit application submittals including Title V renewals and equipment/process revisions
      • Emission control plans and/or continuous monitoring plan preparations and submittals
    • Support Gas Transmission facilities on air emissions compliance at non-Title V permitted facilities
    • Support Gas Transmission facilities on California Air Resources Board Oil & Gas (CARB O&G) compliance program implementation, including:
      • Critical Component reports submittals
      • Underground Storage Facility Monitoring Plans submittal for applicable facilities
      • Leak Detection and Repair (LDAR) process implementation and ongoing leak survey and repair reporting, and compliance support
      • Report preparations and submittals
      • Equipment registration preparations and submittals
      • Facilitate local air district and/or CARB inspections, inquiries, data requests, etc.
      • Response to non-compliance issues
      • General compliance support on other rule requirements
  • Substation Facility Compliance Support
    • Support process improvement efforts related to successful implementation of new CARB emission requirements
    • Provide training for internal personnel
    • Review internal data management systems (e.g. Salesforce, SAP) to ensure that compliance data is being entered correctly; implement corrective actions as needed
    • Support other GHG annual reporting efforts by serving as a liaison with GT and ET, EM, and others.
  • General Facility Air Compliance:
    • Review pertinent information management system to monitor air compliance via work management task completions
    • Coordinate permit procurement for new sources
    • Create and present air quality training for Operations Functional Areas and other stakeholders
    • Create guidance and compliance support for new or revised regulations
    • Lead the sourcing, contracting and management of AQ consultants providing permitting and programmatic support
  • Gas and Electric Transmission Projects Compliance
    • Support Project EFS and others to assure air compliance is maintained on projects, including portable equipment permitting, dust mitigation, asbestos planning/mitigation, on and off-road equipment compliance, gas venting notification and reporting
    • Review project review document language for consistent implementation on projects
    • Drive consistency in project planning and agency interaction for all projects
    • Create guidance and compliance support for new or revised regulations
  • General Air SME Duties
    • Support the Air Quality Program by participating in regular meetings, leading or contributing in efforts to improve enterprise-wide air quality compliance processes, and providing general support to the creation, revision, and/or implementation of standards/procedures/guidance documents
    • Process and manage contracts for AQ consultants that provide permitting and compliance services
    • Establish and maintain excellent relationships with our regulators and partner with them, as appropriate, on air quality improvement efforts.

 

 

Qualifications

Minimum:

  • Bachelor’s degree in an environmental discipline, sciences, or engineering
  • Eight years of relevant work experience in the environmental air quality field, which includes technical expertise in subject areas, establishing and maintaining client relationships, problem solving, establishing new processes and procedures and enhancing existing ones, and effectively communicating verbally and in written form
  • Must possess a valid California driver’s license or ability to obtain by first day of employment.

 

Desired:

  • MS in environmental discipline, sciences, engineering, or MBA
  • Program management training (e.g., Project Management Professional (PMP) certification)
