Position Summary

We are seeking a qualified Senior Environmental Project Manager to oversee enforcement initiatives related to underground storage tanks (UST) and manage our team’s efforts in collaboration with regulatory agencies. This role involves engaging with key stakeholders, including regulatory bodies and facility operators, to ensure compliance with environmental regulations concerning leaking underground storage tanks (LUST) in California. While this position is remote, candidates must reside in California and be prepared for occasional travel to regulatory offices.

Key Responsibilities:

  • Supervise junior staff involved in LUST case management and allocate resources effectively to meet project goals.
  • Provide expert technical assistance to legal teams in pursuing enforcement actions against parties neglecting corrective measures.
  • Act as a knowledgeable resource on LUST remediation practices, evaluating sites, and recommending optimal cleanup technologies.
  • Facilitate communication between local regulatory agencies, the State Water Board, and the U.S. EPA to advance LUST site cleanups.
  • Maintain ongoing communication with State Water Board management to align on program objectives and address any issues.
  • Support the enforcement of cleanup requirements for petroleum UST releases in collaboration with the State Water Board.
  • Investigate UST site histories, assess compliance with closure policies, and prepare comprehensive reports on stalled cases.
  • Collaborate with State Water Board attorneys to draft enforcement orders and provide technical input during negotiations.
  • Ensure environmental and administrative requirements are met in a cost-effective manner.
  • Deliver presentations and updates to management and stakeholders regarding program progress and challenges.
  • Oversee project timelines and deliverables for LUST cleanup efforts in partnership with various regulatory bodies.
  • Organize stakeholder meetings to address program-related issues and foster collaboration.
  • Encourage continuous professional development for team members through training and constructive feedback.
  • Prepare progress reports and communicate achievements regularly.
  • Assist senior management in strategizing future projects related to UST cleanup initiatives.

Minimum Qualifications:

  • Bachelor's degree in engineering, environmental science, geology, or a related discipline.
  • A minimum of twelve years of relevant experience, including interaction with regulatory agencies.
  • In-depth knowledge of the Resource Conservation and Recovery Act and associated regulations.
  • Proven ability to devise solutions for complex problems and coordinate with relevant personnel.
  • Strong analytical skills to assess policies and their long-term implications for UST programs.
  • Ability to cultivate effective working relationships with regulatory agencies and stakeholders.
  • Excellent communication skills for conveying technical and policy-related information to diverse audiences.

Preferred Qualifications:

  • Experience in a legal environment and supporting enforcement actions.
