POSITION SUMMARY

We are looking for a housing specialist with excellent people skills to assess candidates for housing and assist clients with securing affordable, permanent housing. The housing specialist's responsibilities include liaising with community organizations, government agencies, and property owners to source the means and negotiate terms that enable clients to rent suitable housing. This position is mostly done in the field.

QUALIFICATIONS

  1. Minimum of two years experience working with homeless and/or low and mixed-income populations, as well as substance abuse, and severe mental health issues.
  2. High school diploma/GED required.
  3. Bachelor's Degree in human services, social work, or related field preferred.
  4. Experience as a housing counselor preferred.
  5. Must have experience with Intensive Case Management Services (ICMS).
  6. Working knowledge of social service agencies and community services.
  7. Knowledge of community and housing resources and government benefits/Welfare system.
  8. Ability to self-motivate, work independently and communicate effectively.
  9. Knowledge of regulatory standards and property management.
  10. Good communication, interpersonal, and listening skills.
  11. Strong analytical, mediating, and negotiation skills.
  12. Excellent organizational and case management skills.
  13. Sensitive to different cultures and socioeconomic conditions.
  14. Possesses current CPR certification.
  15. Current and satisfactory report on pre-employment physical examination including TB Screening Test or chest X-ray as required by Agency policies and procedures. Must be free from signs of infection and illness.
  16. Must be a licensed driver with an automobile that is insured and is in good working order, in accordance with state and/or organizational requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Assess housing barriers of individuals and families experiencing homelessness to determine housing and service needs.
  2. Develop a housing procurement, financial, and self-sufficiency case management plan with clients. This shall include intake interview to determine client’s needs, goals, and eligibility.
  3. Provide mediation and advocacy with landlords on the client’s behalf to develop a workable plan to obtain and or maintain housing.
  4. Assist participants in locating and securing housing of their choice.
  5. Create and maintain consistent communication channels, both verbal and written, between several parties (i.e. tenant, landlord, referral source, collaborating agencies, debtors and creditors).
  6. Serve as an ongoing liaison between property managers and participants as well as between participants and neighbors.
  7. Provide information and referral assistance regarding available support from appropriate social service agencies and/or community programs.
  8. Assist in development of and encourage adherence to a personal budget through pro-active housing and budget counseling sessions; provide budget counseling and education to assist clients in establishing payments plans for bills and past debts and to assist clients in obtaining and maintaining their housing.
  9. Assist participants in development of a strength-based/solution-focused individualized goal and action plan that promotes permanent housing and self-sufficiency; develop an effective, timely referral network in order to ensure ongoing direction and support as needed.
  10. Identify participant strengths and barriers to stability and assist participants to reducing barriers and linking to resources and services.
  11. Provide pro-active follow-up home visits to ensure stability and further progress towards self-sufficiency; this includes support, advocacy, reducing isolation, listening, problem solving, and identification of resources to assist with reintegration of participants in the community.
  12. Apply knowledge of residential lease contracts to educate clients of their rights and responsibilities.
  13. Reports all signs of abuse or neglect.
  14. Participates in Education, Training and Quality Improvement Activities. Assists the Agency in maintaining compliance with Federal, State, Local and HIPAA Regulations or Joint Commission Standards.
  15. Maintain accurate daily logs records, monthly outcome reports, and files for each client.
  16. Collect and report program data, including but not limited to HMIS reporting and funders’ required data.
  17. Familiarity with Title 22.
  18. Maintains comfortable work environment for all employees.
  19. Knowledge of Confidentiality, HIPAA and healthcare laws and regulations.
  20. Maintains proper timekeeping.
  21. Follows policies and procedures as per Employee Handbook.
  22. Maintains all credentials up-to-date.
  23. Reports Fraud and Abuse.
  24. Knowledge of mandated reporting.
  25. Conducts timely recording and/or documentation of client contact.
  26. Attends Department meetings (in person, by phone or by web).
  27. Attends all State mandated in service trainings.
  28. Other duties as assigned.
