General Services Corporation has an immediate opening for a Human Resources Manager. The ideal candidate will have experience in HR staff leadership, employee recruitment, employee relations, as well as a thorough understanding of HR policies and procedures. local, state, and federal employment laws, compensation, benefits administration, and conflict resolution, with a great opportunity for developing and refining procedures and creating efficiencies. The Human Resources Manager must connect easily with people and has a detail-oriented mindset for handling today’s dynamic workforce.


· Promotes and implements human resource goals by planning and managing human resources programs and directing staff.

· Collaborates with Director of HR in the development of annual HR department goals.

· Communicates with coworkers and employees in a manner consistent with the Company’s overall business philosophy.

· Adheres to all company policies and procedures; as well as serve as a role model for GSC’s mission, vision and values.

· Responsible for coordinating administrative and operational activities necessary for the superior performance of the Human Resources Department.

· Maintains knowledge of, and ensures company compliance with, federal, state and local laws pertaining to wage and hour law, benefits, payroll and all other areas under the authority of the Director of Human Resources.

· Partners with recruiters to recommend and oversee implementation of recruitment strategies necessary to hire and maintain a superior workforce.

· Ensures job descriptions are up to date and compliant with all local, state and federal regulations.

· Recommends and implements approved Human Resources policies, procedures and programs in accordance with employment laws.

· Responds to inquiries from managers and supervisors regarding employee progressive discipline and guides managers on the employment process.

· Recommends approved employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.

· Conducts investigations of employee internal complaints and concerns. Partners with the Director of HR in managing employment relations issues to include litigation (i.e. EEOC, DOL). Consults with legal counsel as directed by the Director of HR and Vice President of Human Resources and Administration.

· Develops and maintains supervisor training programs in conjunction with the Training Manager.

· Monitors the implementation and follow through of the performance improvement, development, and management processes.

· Reviews and approves employee position transfers.

· Serves as Human Resources Information System (HRIS) subject matter expert.

· Develops and maintains the Human Resources Forms and Procedures Manual.

· Maintains working knowledge of the computerized payroll system; ability to operate system and execute payroll if necessary.

· Partners with Director of HR to develop and submit annual Human Resources Department and Corporate Office Payroll budgets.

· Takes part in the annual insurance benefits bidding/renewal process to include the implementation of benefits changes.

· Assists 401(k) Plan Administrator as needed.

· Assists Director of HR with presentation, agenda and minutes related to the Human Resources Policy Committee Meetings.

· Assists Director of HR as requested.

Skills:

· Excellent written and verbal communications skills.

· Experienced and skilled in Microsoft Office applications.

· Exceptional proficiency with Human Resources Information Systems (HRIS) software systems. Prior experience working with Paylocity (preferred).

· Exceptional attention to detail.

· Excellent organizational and time management skills with the ability to prioritize, multi-task, and confidentially process and maintain accurate data with minimal oversight.

· Ability to analyze information, perform basic mathematical computations using Microsoft Excel, and run ad hoc and custom reports.

· Strong professional customer service skills, including active listening, prompt service, and follow-up.

Language: English/Spanish a plus.

Requirements:

· A bachelor’s degree in human resources, business administration, labor relations, organization development, or related area; relevant work experience may be a substitute.

· HR Certification (e.g. SHRM).

· Five (5) years of progressive HR experience, with a minimum of three years supervisory experience.

· Leadership capabilities with a history of mentoring and propelling team members towards excellence.

· Knowledge of federal and state employment laws/regulations and familiarity with I-9, criminal background check, credit checks, drug screenings, and motor vehicle reports.

· Thorough knowledge of equal employment opportunity laws, ADA, EEO, FLSA, FMLA, 401(k) and other government compliance regulations.

· Successful record of building and improving operational processes and procedures, ability to drive program efficiency and high levels of customer satisfaction.

· Strong experience with employee relations issues. Must possess effective consultation and mediation skills.

· Experience identifying and resolving issues independently - solid sense of accountability and sound personal judgment.

· Excellent interpersonal skills and ability to interface with all levels of the organization, specific strength in influencing decision makers, as well as setting and managing expectations.

· Ability to multi-task and be proactive in a fast-paced environment with frequently changing priorities, deadlines, and workloads.

· Ability to coach and develop employees.
