Department: Billing & Collection Reports to: Billing & Collection Manager


Summary: Performs daily collections activities on delinquent active and inactive accounts, including collection at the customer's residence. Verifies accuracy of meter readings on abnormal consumption amounts. Responds to customer requests and provides field service to all utility accounts. Relief in all field duties as needed, which includes doing turn-on and turn-off work orders, reading meters and changing out meters up to 1 inch. Required to be on 24-hour call on an alternating basis. Performs collection activities on approximately 1,700 active delinquent accounts per month. Provides field service for all utility customer accounts.

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Performs field collections of delinquent accounts, using independent judgment as to whether to leave delinquent customer a 24-hour notice, cut water off, issue remove meter order, place a lock on curb stop, leave plug notice, etc.
  • Takes cash and check payment, makes change, writes receipts, and balances money collected before turning in to cashier.
  • Conducts collection efforts on active and inactive account via mail and telephone.
  • Checks service addresses for vacancies and reports to service department to discontinue the vacant accounts. Watches for and reports stolen meters and direct tie-ins.
  • Services abnormally high or low meter consumptions; rereads and checks for leaks; leaves notice on vacant accounts; checks for stuck meter; checks number of units.
  • Responds to customer complaints and/or questions requiring field interface including consumption, billed amounts and leak information.
  • Uses PC to prepare collection list, notices and produce work orders. Updates work orders in system. Operates PC to transfer meter readings to main frame and run reports.
  • Operates hand tools such as metal detector, shovel and pick while locating and clearing obstructed meters. Also clean out meter boxes that are full of dirt.
  • Removes and set meters as requested.
  • Operates vehicle safely, using defensive driving techniques.
  • Keeps assigned vehicle maintained and serviced on a regular basis.
  • Required to be available for 24-hour call on an alternating schedule basis.
  • Changes out water meters up to 1" as needed.
  • Transports city mail to and from post office.
  • Receives and dispatches information and instructions by radio.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications: Education, Training and Experience Guidelines: · High School Diploma or GED · Two (2) years of combined customer service field.


Knowledge of:

  • Ability to make simple arithmetic calculations rapidly and accurately, and to write legibly.
  • Excellent health and physical condition to permit considerable physical exertion under varying weather conditions.
  • Thorough knowledge of existing streets, landmarks, and meter locations.
  • Must be familiar with different types and sizes of meters and how to read each.
  • This position deals with the general public on a daily basis and requires courtesy, tact and diplomacy.
  • Thorough knowledge of established collection policies and guidelines.
  • Responsible for tools used on job such as wrenches, keys, shovels and lanterns.

License and certification requirements: A valid Texas State Driver's License is required.
