ICMA is currently seeking a Senior Program Manager - Military Outreach, to manage all aspects of ICMA's program to recruit and engage military members to transition to careers in local government services, and local government management. This role also works with services' installation management and training groups to connect those professionals to ICMA and ICMA resources. The selected individual will collaborate with regional directors, affiliate organizations, and ICMA members and staff, DOD contacts, and related groups to develop, promote, and implement Military Partnerships and Programs to enhance ICMA Membership and resources for professional management.


This position oversees all aspects of organizational program management, to include project initiation, planning milestones, data analysis, financial, contractual, administrative, project reporting, and communications to ensure the objectives of the program are well defined and accomplished with clear outcomes. The Senior Program Manager - Military Outreach reports to the Managing Director, Member Services and Ethics.


The Senior Program Manager- Military Outreach salary is based on experience level and ranges between $76,911 and $96,138.


What You'll Do

  • Manage the Veterans Local Government Management Fellowship, overseeing recruitment of applicants and hosts, placement processes, and all administrative requirements, including fellowship applications, letters of intent, acceptance letters, DoD applications, and reporting.
  • Develop program metrics and after-action reports for continuous improvement and leadership updates.
  • Expand the program nationally and across services.
  • Serve as staff liaison for ICMA's Veterans Advisory Committee, providing administrative support and managing the Call for Volunteers process.
  • Promote and grow the program through state association affinity groups and partnerships with organizations like Public Sector Human Resources.
  • Maintain and enhance the Veterans content spaces on icma.org and LinkedIn, and create marketing materials in collaboration with the ICMA Marketing Team.
  • Implement innovative programs and marketing strategies to attract Veterans to the fellowship and support them transitioning into the profession.
  • Manage all aspects of the City/County Management Senior Fellowship Program (CMSFP), including relationships with the Army Career Field Program Manager, recruiting hosts, planning and executing the orientation, and managing administrative requirements.
  • Work with the Army Finance Team to manage CMSFP requirements in the Army database, ArmyIgnited.
  • Support the Army Garrison Pre-Command Course with in-person sessions on partnerships for mission success (quarterly).
  • Build relationships with the Marines, Air Force, Navy, Coast Guard, and Space Force to offer ICMA's professional development resources to future installation commanders.
  • Establish relationships with organizations willing to provide economic resources in support of ICMA's Veteran and spouse initiatives.
  • Assist with other career support programs as needed.
  • Engage with outreach team to promote relevant projects via social media platforms and blogs.
  • Ensure program performance results are communicated effectively to ICMA management and leadership.
  • Represent ICMA at workshops, state association conferences, and the ICMA Annual Conference as needed.
  • Drive a multifaceted program or service across multiple stakeholders; manage scope, schedule, resources, and budget simultaneously.
  • Responsible for all recruitment collateral, which includes but is not limited to communication development, document review, and partnering with outreach and other teams; and to develop and implement rejoin campaigns for lapsed members.
  • Collaborate with internal teams to drive delivery excellence for the program and to translate organizational objectives into program objectives and practices.
  • Define and document processes and drive continuous improvement using measurement/metrics data; create analytics that give leaders insights into objectives and key results on this program; design reports, support dashboards, and analyze data to track activity.
  • Forecast, manage, and report on project financial, planned vs actual project schedule and resource utilization; manage scope, schedule, resources and budget simultaneously.
  • Promote a culture of excellence, inclusion, learning, support, diversity and innovation.
  • Collaborate with and respond to member and client inquiries.
  • Perform other related duties as required.

What You Need To Be Successful In This Role

  • Bachelor's degree in relevant discipline
  • Eight (8) or more years of experience in program or project management. Willingness to supervise support staff and interns

This position is based out of ICMA's headquarters, located in Washington, D.C. At this time, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST. Our office will remain operational and accessible for staff to use on a voluntary basis.
