Martek Global Services, Inc. (“Martek”) is seeking an exceptionally qualified candidate to lead a large Defense Health Agency acquisition team.   This $225M contact requires a Contract Manager with at least 10 years of experience and demonstrated skills managing a $100M+ contract.

Location: DC/Maryland/Virginia 
Salary Range: $150 - $200K

Position Overview: The Senior Contract Manager will lead and manage this contract with full contract execution authority, ensuring the efficient performance of all contract-related tasks and compliance with DoD policies. With over 10 years of experience in contract management / project management, this role demands expertise in managing large-scale projects, including those valued at over $100 million, and coordinating across multiple geographic locations.

Contract Scope: The Senior Contract Manager will provide oversight across a broad range of areas, including but not limited to:

  • Program Management Office
  • Acquisition Workforce and Career Management
  • Acquisition Planning Support Office
  • Systems Engineering
  • Agreements and Risk Management Internal Controls (RMIC)
  • Acquisition Policy and Category Management
  • Services Requirements Review Board
  • Test and Evaluation
  • Cost Estimating and Lifecycle Logistics
  • Data Analytics and Metrics
  • Business Process Improvement
  • Executive Support Office (ESO), encompassing acquisition and contract management, program management support, and related workload requirements.
  • Additional DHA Support Services, including Acquisition Support / DoD 5000 Implementation, Cyber Acquisition Support, Data Analytics Support, Knowledge Management and Records Management, SharePoint Development, Content and Administration, Lifecycle Cost Estimation, Cost Benefit Analysis, Information Technology/Technical Innovation, Healthcare Innovation and Improvement, Technology Transfer, Audit and Audit Readiness, Procurement Policy, Acquisition Systems, Government Purchase Card, Quality Management, MED365, and other administrative support services.

Key Responsibilities:

  • Oversee and manage the full lifecycle of contracts and acquisition support services, ensuring compliance with all applicable policies and regulations.
  • Develop and implement strategies for effective acquisition and contract management across the various services outlined in the contract scope.
  • Negotiate and administer contracts, ensuring all terms and conditions are met and addressing any issues or disputes that arise.
  • Provide executive support and program management assistance as needed, including support for high-value and complex contracts.
  • Coordinate with cross-functional teams to align contract management practices with organizational objectives and compliance requirements.
  • Monitor and report on contract performance, providing insights and recommendations to senior leadership.
  • Ensure personnel involved in contract management are well-trained and possess the necessary qualifications and clearances as specified in the PWS.
  • Stay abreast of industry trends, regulatory changes, and best practices in contract management and acquisition.

Qualifications:

  • Bachelor’s degree in any field; advanced degree or professional certifications (e.g., Certified Professional in Supply Management (CPSM), Certified Federal Contracts Manager (CFCM)) preferred.
  • At least 10 years of experience in contract management, with extensive knowledge in acquisition, procurement, and contract administration.
  • Demonstrated expertise in managing large-scale projects (greater than $100 million) and navigating complex organizations in multiple geographic locations.
  • In-depth understanding of Integrated Acquisition Environment and DoD acquisition policies.
  • Proven ability to lead, negotiate, and manage high-value contracts and acquisition processes.
  • Strong analytical, communication, and problem-solving skills.
  • Experience with relevant contract management software and tools.
