Job Description: EDUCATION/CERTIFICATIONS MANDATORY Bachelor's degree WORK EXPERIENCE MANDATORY The Mission Support Division Lead must have a minimum of applicable seven years experience WORK EXPERIENCE NICE TO HAVE Prior Agency Experience ROLES AND RESPONSIBILITIES The contractor shall identify a Mission Support Division Lead who has demonstrated strong managerial experience organizing, planning, directing, and managing contractor staff. The Mission Support Division Lead will assist the CSS Program Manager in providing required team leadership, guidance, and program management vision; consult with senior leadership as needed in support of the MSD day to day operations. 4.1 Chief of Staff Support - Mission Support Division The contractor shall assist OA Mission Support Division (MSD) by providing administrative, communications, data analysis,strategic planning, program management, and engineering support, as well as those areas as listed below. The contractor reports to the OA Chief of Staffand OA Mission Support Branch Chief. 4.1.1 Administrative Support Contractor staff shall: 4.1.1.1 Perform administrative duties as required such as answering phones, greeting and escorting visitors, distributing mail, writing memos, filing, typing and copying documents. 4.1.1.2 Develop spreadsheets, maintain program, project, and task files, and provide technical support information for program managers, project managers, and supervisors. 4.1.1.3 Organize and maintain calendars for one or more managers, schedule meetings, take meeting notes and minutes and distribute to attendees after approval. 4.1.1.4 Prepare correspondence, briefs, and reports and assist with planning, initiation, and tracking of task assignments and associated data. 4.1.1.5 Assist with preparing and monitoring contract budgets. 4.1.1.6 Work closely with the Data Analyst. 4.1.1.7 Be familiar with MS Office products, all necessary computer applications will beprovided upon contract award. 4.1.2 Communications Support Contractor staff shall: 4.1.2.1 Support the production of recurring newsletters and email messages/photos/awards and programs that highlight the level of professionalism and dedication of the Office of Acquisition workforce. 4.1.2.2 Support the Executive Secretariat in planning and executing processes and procedures. 4.1.2.3 Support the planning and execution of office-wide conferences, all hands and other gatherings. 4.1.2.4 Be familiar with computers and computer systems (including hardware and software such as the MS Office suite of products) to set up functions, enter data, or process information. 4.1.2.5 Support entering, transcribing, recording, storing, and preserving information in written or electronic/magnetic form. 4.1.2.6 Support observing, receiving, and otherwise obtaining information from all relevant sources. 4.1.2.7 Identify information by categorizing, estimating, recognizing differences or similarities, and detecting changes in circumstances or events. 4.1.2.8 Maintain appropriate records, computer databases, and written documents related to the organization and those being supported by the organization. 4.1.2.9 Utilize MS Office products, to include Project and all other applications provided upon contract award. 4.1.3 Data Analysis Support Contractor staff shall: 4.1.3.1 Have extensive knowledge and experience in obtaining, integrating and reporting client data. 4.1.3.2 Develop and apply analytic methodologies and principles, including data mining, text analytics, business intelligence, modeling data, qualitative, quantitative, and data visualization, in support of ongoing initiatives. 4.1.3.3 Have data analysis experience and assist in the application of analytic techniques and provide recommendations for objective and strategic direction. 4.1.3.4 Assist in resolving complex problems which require in-depth knowledge of analytic methodologies and principles 4.1.3.5 Assist in analyzing acquisition data and formulate recommendations. 4.1.3.6 Design and develop materials, evaluating the effectiveness in accordance with stated Guidelines, Directives, Standard Operating Procedures, specifications and models. 4.1.3.7 Assist in conducting research, data gathering and technical reviews. Produce written deliverables to include reports, spreadsheets, databases, formal process, mapping, technical design and system testing and implementation activities. 4.1.3.8 Collaborate with the Administrative Analysts to support the mission. 4.1.3.9 Utilize MS Office products, to include Project and all other applications provided upon contract award. 4.1.4 Executive Assistant Support 4.1.4.1 Provide operational support to the Assistant Commissioner, Deputy Assistant Commissioner, , Executive Directors (XDs) of Acquisition Support Directorate (ASD), Acquisition Governance Oversight (AGO), and Procurement Directorate (PD). 4.1.4.2 Provide administrative support to the Executive Directors and will work closely with the Chief of Staff and Mission Support team to ensure daily operation requirements and long- term strategic office priorities are met. 4.1.4.3 Maintain the XD's calendar and ensures appropriate preparation for daily activities to include planning, scheduling, and preparation for meetings, conferences, and teleconferences. 4.1.4.4 Coordinate domestic and foreign travel arrangements in accordance with federal travel laws and regulations, to include aircraft and ground transportation, detailed itinerary development, passport and visa information and support for last-minute training. 4.1.4.5 Welcome guests and customers by greeting them, in person or on the telephone; answering or directing inquiries to the appropriate person/office. 4.1.4.6 Ensure preparation for XD's daily activities including the coordination of information requests, appointment requests, agendas, support materials, background information and other applicable information. 4.1.4.7 Draft or edit correspondences as appropriate, using discretion and tactful judgement. 4.1.4.8 Review incoming correspondences and forward appropriately, or handle on behalf of the XD. 4.1.4.9 Participate and assess needs and develop recommendations and / or action plans for the XD's resolution 4.1.4.10 Manage incoming and outgoing correspondence, suspense's and reports. 4.1.4.11 Receive incoming official mail and ensure proper handling of administrative material and determine requirements for personal reply. 4.1.4.12 Provide advice and guidance to executive senior leader(s) and staff on the proper preparation and processing of correspondence and other written material. 4.1.4.13 Assist in the location and collection of information and reference materials on issues and activities of current interest to the executive senior leader(s.) 4.1.4.14 Utilize MS Office products, to include Project and all other applications provided upon contract award. 4.1.5 General Office Support 4.1.5.1 Report directly to the Chief of Staff. 4.1.5.2 Answer and transfer telephone calls and take messages. 4.1.5.3 Sort and deliver incoming mail and send outgoing mail out. 4.1.5.4 Schedule appointments and receive customers or visitors. 4.1.5.5 Provide general information to staff, clients, or the public. 4.1.5.6 Type, format, or edit routine memos or other reports. 4.1.5.7 Copy, file, and update paper and electronic documents. 4.1.5.8 Collect information and perform data entry. 4.1.5.9 Have the ability to use photocopiers, scanners, fax machines and other offi.ce equipment. 4.1.5.10 Have the ability to lift 50+ pounds, set up desks and file cabinets. 4.1.5.11 Have the ability to change consumables in printers and copiers. 4.1.5.12 Have the ability to use a dolly and push a cart with over 100 pounds of equipment on it. 4.1.5.13 Set up and configure conference rooms to accommodate different meetings, 4.1.5.14 Assist with inventory of incoming supplies. 4.1.5.15 Stock supply cabinets and rooms and maintain supply inventories 4.1.5.16 General office clerks have responsibilities that often change daily with the current needs of the employer. 4.1.5.17 Utilize MS Office products, to include Project and all other applications provided upon contract award. 4.1.6 Program Management Support to the Assistant Commissioner Special Assistant (Competition Advocate) Contractor staff shall: 4.1.6.1 Assist the Assistant Commissioner's Special Assistant by providing support and maintaining focus of the strategic objectives and initiatives of OA's Competition Advocate. 4.1.6.2 Assist in the planning, governance, and oversight of the program's output/product. 4.1.6.2 Assist in the planning, governance, and oversight of the program's output/product. 4.1.6.3 Provide daily program management throughout the program/initiative life cycle to include defining the program governance (controls), planning the overall program and monitoring the progress; managing risks and issues and taking corrective measurements; coordinating the projects and their interdependencies; managing and utilizing resources across projects; managing stakeholders' communication, aligning the deliverables (outputs) to the program's "outcome" and managing the main program/ initiative documentations. 4.1.6.4 Be able to measure and explain the added value brought about by the integration and utilization of the newly delivered capability. 4.1.6.5 Have a strong background and ongoing operational responsibilities in acquisition management along with a good understanding of the OA management structure, politics, and culture. 4.1.6.6 Personnel assigned must have practical experience and project management knowledge necessary to manage large and complex program requirements and initiatives throughout OA and CBP. 4.1.7 Records Management 4.1.7.1 The contractor shall provide a Records Manager in support of the OA Chief of Staff (CS). 4.1.7.2 Support efforts include but are not limited to direct operational support to the CS OA-wide electronic and non-electronic Federal records management in accordance with National Archives and Records Administration (NARA) records management best practices such as creating and maintaining OA business information; records scheduling; records schedule implementation planning and execution; records asset and risk management; and OA Records Management Program Developmen 4.1.8 Human Capital Strategic Planning The contractor shall: 4.1.8.1 Support development and implementation of OA's Human Capital Strategic Plan. 4.1.9 Audit Liaison and Tracking 4.1.9.1 Acquisition Governance and Freedom of Information Analyst (FOIA) Support The Contractor shall provide support with Freedom of Information Act related request and other acquisition related audit work as assigned to the Program Audits Information Division. The Contractor shall provide full time on-site analyst with experience in handling and processing Freedom of Information Act requests. The contractor staff shall have the following knowledge / ability but not limited to: 4.1.9.2 Ability to demonstrate initiative, sound judgement, and effective decision-making. 4.1.9.3 Experience and knowledge of the Federal Acquisition Regulation (FAR), Freedom of Information Act, Department of Homeland Security (DHS) Acquisition Manual (HSAM) and other regulatory and policy supplements. 4.1.9.4 Ability to plan / organize work, and excellent oral and written communication skills. 4.1.9.5 Ability to be a detailed-oriented, self-starter that is experienced in supporting senior Government leaders and other technical/business professionals. 4.1.9.6 Knowledge of and experience in Microsoft Word, Outlook, Excel, Access, PowerPoint, and SharePoint are required. 4.1.9.7 Ability to interface with senior levels of management. 4.1.9.8 Ability to review, provide, and explain redaction recommendations on the material that may be submit in response to FOIA request. 4.1.9.9 Ability to recommend improvements to current and future team operations and processes. 4.1.9.10 Ability to research, gather, and synthesize data. 4.1.9.11 Ability to present conclusions and recommendations to management. 4.1.9.12 Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports. 4.1.9.13 Ability to assist in handling all FOIA requests including: o Maintaining the Microsoft SharePoint site; o Assisting in the review, accuracy and completion of the FOIA requests; and o Providing metrics and updates for monthly, quarterly and annual reports 4.1.10 External/Internal Audit Response Coordinator Support The Contractor shall provide support with External and Internal Audits and related information requests and other related work as assigned. The Contractor shall provide full time on-site Program Analyst to support the Audits Division. The Program Analyst shall have experience and knowledge of Government Accounting Office and Office of Inspector General audit requests and other regulatory and policy supplements and audit process. Contractor staff shall: 4.1.10.1 Assist the Government with Congressional, OIG and higher headquarters tasking's. 4.1.10.2 Assist the Government with preparing SES and headquarters level briefs, white papers, and memos used as the basis to support recommendations. 4.1.10.3 Develop and manage project plans, track tasks and schedules. 4.1.10.4 Assist the Government project manager in establishing team priorities. 4.1.10.5 Support development of acquisition milestone documentation and acquisition portfolio reviews. 4.1.10.6 Interface with senior levels of management.
