MINIMUM QUALIFICATIONS:

  1. Must be at least 18 years of age.

PREFERRED QUALIFICATIONS:

GENERAL RESPONSIBILITIES:

  1. Supervises the following staff:
    1. HR Officer
    2. HR Assistant
    3. Employee Wellness Coordinator
  2. Collaborates with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention.
  3. Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.
  4. Administers the human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  5. Monitors and ensures compliance with federal, state, and local employment laws and regulations and recommends best practices; reviews and modifies policies and practices to maintain compliance.
  6. Facilitates professional development, training, and certification activities for HR staff.
  7. Review and approve disciplinary disputes with Program Directors and Executive Director on Personnel Policies.
  8. Develop and implement recruitment strategies to attract qualified candidates.
  9. Oversee the hiring process, including job postings, interviews, background checks, and onboarding.
  10. Ensure staffing levels meet program needs and compliance requirements.
  11. Promote a positive workplace culture and employee engagement by serving as a point of contact for employee concerns and inquiries and mediate and resolve conflicts and grievances.
  12. Maintain knowledge of federal, state, and local employment laws and Head Start/Early Head Start regulations.
  13. Prepare and submit required HR reports and documentation.
  14. Conduct regular reviews of compensation structures and benefit offerings and ensure competitive and equitable compensation practices.
  15. Develop, implement, and update HR policies and procedures that align with the organizational goals and legal requirements.
  16. Oversee employee wellness initiatives and programs.
  17. Demonstrates continuous effort to improve operations, decrease turnaround time, and streamline work processes.
  18. Attends the Head Start/Early Head Start Policy Council and NINOS, Inc. Board of Directors meetings.
  19. Foster a culture of innovation, collaboration, and continuous improvement.
  20. Advocate for the needs of children and families in the community and support Head Start families' efforts in enhancing their children's healthy well-being and academic success.
  21. Promote a culture of diversity, equity, and inclusion within the organization.
  22. Foster teamwork, collaboration, and effective communication.
  23. Ensure compliance with company policies, Head Start Performance Standards, state licensing requirements, and other regulatory standards.
  24. Performs any other duties the supervisor assigns relative to program operations.
  25. Works on special projects and tasks assigned by the Executive Director on weekends, holidays, and evenings.
