Job Summary

The City of Rio Rancho, NM is seeking a highly skilled and experienced Deputy Director of Financial Services to assist the Director of Financial Services in planning, direction, oversight, and coordination of the activities and operations of the City Financial Services Department.

Key Responsibilities
  • Assist the Director of Financial Services with day-to-day department operations and serve as the Director in their absence.
  • Oversee contracts with various special districts and ensure accounting and administration of each district complies with all City, State, and Federal requirements.
  • May serve in an oversight or supervisory capacity over any of the Financial Services Division Managers as needed.
  • Design internal control systems for all departments to ensure the safeguarding of City assets.
  • Develop accounting and other finance-related policies and procedures and train staff on such policies and procedures as appropriate.
  • Participate in the procurement of Financial Services Department goods and services, including in a lead capacity as needed.
  • Review city investment transactions, ensure safekeeping receipt and confirmations are received, and maintain investment files.
  • In the absence of the Financial Services Director, review and approve securities through the City's contracted investment advisor as appropriate.
  • Oversee the City's cash flow and make recommendations to the Financial Services Director regarding movement of cash and investments to ensure adequate cash flow to maintain ongoing City operations and complies with restrictions on funds.
  • Coordinate and oversee the City's banking operations, review banking and cash management needs, assist with implementation of new systems for managing payments and other treasury management needs.
  • Prepares projects and reports on fiscal operations as required by the Department Director, City Administration, Boards and Commissions, Governing Body, and external auditors.
  • Represent the Financial Services Department on City-wide committees and task forces requiring expertise in finance and accounting.
  • Respond to resolve difficult and sensitive citizen inquiries and complaints related to the Motor Vehicle Division and Financial Services Department.
  • Conduct research and analysis on a variety of financial services topics, as requested.
  • May serve on management team or as advisor for labor negotiations team.
  • Manages and coordinates special projects.
Requirements
  • Bachelor's degree in business, public administration, general management, accounting, finance, or a directly related field.
  • Five years of progressively responsible experience in fund accounting and investments, budget and grants, or other related finance field, with a minimum of two years of experience in a supervisory capacity. Any combination of education from an accredited college or university in a related field and/or direct experience totaling nine years (to include two years of supervisory) may substitute for the required education and experience.
