Job DescriptionJob Description

ASR is seeking an experienced Construction Engineer (CMR) with Top-Secret clearance for an exciting and prestigious position at the White House providing construction management support to government project teams for construction, rehabilitation, and restoration projects at the White House and its grounds. The primary role of the CMR will be to oversee, manage and inspect the work of various construction contractors performing work for various on-site construction activities, escorting for site visits on multiple projects.

The White House and President’s Park were founded over 200 years ago. As the home and office of the President of the United States, they have evolved into what are now some of the most recognized building and landscapes in the world.

A construction program has been developed to addresses a backlog of restoration and rehabilitation projects, long term utility and structural repairs for the White House and President’s Park. Major projects on the campus include infrastructure projects, restoration and/or alteration of the historic White House fence, milling and paving of roadway surfaces, reconstruction of landscape areas, and surveys to verify existing mechanical and electrical equipment and facilities.

Responsibilities:

  • The primary role of the CMR is to oversee, manage and inspect the work of various construction contractors performing work for various on-site construction activities, escorting for site visits.
  • Manage and inspect projects for progress, workmanship and conformance with the contract documents and existing codes.
  • Promptly notify the Government representative of any problems, issues, or safety hazards observed.
  • Draft all contract related correspondence for the CO or CORs’ signature.
  • Arrange and conduct a variety of meetings, at various locations and project sites. The CMR shall chair all meetings between the Government and construction contractors, to include weekly construction progress meetings. Prepare written meeting minutes.
  • Complete CMR Daily Diary reports and weekly field reports for each project.
  • Update project team members on the work progress, address outstanding project issues and coordinate upcoming work activities.
  • The CMR shall provide technical assistance and support to the Government Project Teams during construction on multiple, various projects, including but not limited to:
  • Review, comment, and process Division 01 submittals. Monitor compliance with all Division 01 Management Plans.
  • Monitor compliance with Accident Prevention Plan and all safety requirements. Attend safety meetings and document any safety issues on the CMR Daily Log.
  • Draft Request for Price Proposals (RPPs) that define work to be performed and cite relevant specification sections including appropriate sketches illustrating work to be performed.
  • Prepare Government Cost Estimates with breakdown of labor, materials, and equipment costs.
  • Review, assist with preparing the pre-negotiation objective, conduct fact finding and clarifications with the contractor, and draft Record of Negotiation explaining the cost difference between the Government estimate and the contractor’s proposed cost. Provide these documents to the Government project team within one week after the discussions.
  • Confirm certified payrolls have been submitted for all workers, assist with review for accuracy, and assist with labor interviews periodically.
  • Perform quantity surveys, review, and verify the contractor’s monthly progress payments. Provide draft pay estimate and completed Construction Payment Request Approval form to the project team.
  • Receive, log, and review submittals for completeness and accuracy. Review shop drawing submittals. Track submittals and update the Submittal Tracking logs as maintained by project team.
  • Accept or reject Informational Submittals.
  • Assist in resolution, draft response, track, and follow up on requests for information (RFIs).
  • Review Contractor QC daily reports for accuracy and completeness.
  • Complete a CMR Daily Diary for each day CMR is on site during construction.
  • Take appropriate photographs that document construction progress and problems.
  • Review and verify contractor’s project record (“as-built”) drawings are updated to reflect all changes, RFIs, modifications, and work completed before each monthly progress payment.
  • Assist in resolving disputes that may arise due to the interaction between the construction contractor and Government personnel.
  • Review and document the contractor(s) claims for additional cost and/or time.
  • Prepare draft completion report within one week after final payment.
  • Coordinate critical point, special, beneficial, and final inspections by design staff or other inspectors.
  • Issue inspection deficiency list to the contractor. Conduct inspections and draft related deficiency letters for the COR’s review & CO signature. Prepare price for each punch item on the deficiency list.
  • Verify that all required O&M manuals, warranties, guarantees, and close out requirements are complete and in compliance with the contract documents.
  • Coordinate Structural Tests and Special Inspections (STSI) with the Contractor & Special Inspector.
  • Perform field investigations, site surveys, and utility investigations as directed.
  • Evaluate alternative methods for accomplishing work when requested.
  • Coordinate access and provide escorting to the construction site for contractor personnel and other visitors.
  • Works with Financial Analyst to develop risk assessments/analysis to solve construction problems.
  • Advise project team of any foreseeable problems that may arise as construction progresses.
  • Provides regular project status reports to NPS Project / Program Manager and / or White House Liaison Office (WHLO) Assistant Director.

Qualifications:

  • TOP Secret security clearance level required or ability to obtain.
  • Minimum 4+ year Bachelor’s degree in Engineering, Construction Management, or other related fields from an ABET accredited engineering college.
  • Actively participating in an Engineer in Training (EIT) program in preparation for taking the Professional Engineer (PE) exam to become a registered PE. 
  • Minimum of 3 years of construction management/engineering work experience for multiple facility types, including Federal Government projects.  Direct White House Construction experience is highly desirable.
  • The CMR shall be knowledgeable in applicable safety regulations and must have a minimum of OSHA 30-hour construction safety training.
  • Knowledge and experience with construction practices, especially related to construction practices including applicable building codes, estimating, design, and technical writing.
  • Ability to manage complex projects, supervision and labor, and coordinate to meet the needs of the project.
  • Prior experience working with Government Project Managers / CORs on processing change requests, requests for information, submittals and field observation reports.
  • People and communication skills - Ability to represent the interests of the Government in a professional manner and ensure quality of work while maintaining good relationships with contractor, as well as, park staff.
  • The CMR shall be computer literate, knowledgeable in construction practices including applicable building codes, cost breakdown estimating and negotiating, and technical writing. Individual shall have sufficient computer operating skills to be able to open and manipulate Primavera Project Planner (P3) schedules and be proficient in Microsoft Word, Excel, and Project.
