Costing/Technical Specialists ensure that project scopes of work and cost estimates are developed accurately, consistently, and in a timely manner. Costing/Technical Specialists develop scopes of work and cost estimates for multiple disasters; this provides standardization across projects and allows PA expertise to be used efficiently across disasters.
Review damage description and dimensions (DDD) and Applicant-provided documents to develop the Statement of Work (SOW)
o Use the SOW and documents to validate the Applicant’s claimed costs.
o Use the damage description and dimension information to develop the scope of work and cost estimate for those activities
o Review the scope of work to ensure it aligns with the damage description and dimensions
o Adds pertinent information that may have been omitted from the Applicant’s SOW and project notes
o Validates the costs to ensure they are reasonable
o Develop Hazard Mitigation Proposals (HMP) including the scope of work and/or cost estimate
o Evaluate cost-effectiveness and coordinate with Mitigation Manager assigned to the disaster if a Benefit Cost Analysis (BCA) is needed
o Enter the HMP during the Mitigation review step
