GENERAL SUMMARY

Rely on expertise, knowledge and technical qualifications to interpret written industry and customer standards, specifications, regulations and site restrictions. Recommend or initiate direct actions required to meet and comply with all requirements. Identify issues related to the progress and quality of work performed by others and make decisions and recommendations required to satisfactorily address situations that involve staff of customers, contractors and company employees both on and off the right-of-way.

PRINCIPAL DUTIES & RESPONSIBILITIES

  1. Responsible to assist the Supervisor Construction with the organization of construction activities, and coordination of field inspection staff in a safe and efficient manner while adhering to the construction budget
  2. Assist the Supervisor Construction with supervision, direction, and organization of construction activities to complete facility integrity projects within the approved budgets and subscribed service release orders.
  3. Ensure that work is completed in compliance with company safety, environmental, and operating procedures.
  4. Ensure customer satisfaction by providing a safe, efficient, and environmentally sensitive service that meets their needs.
  5. Ensure strict application of contractual terms in the execution of all civil, mechanical, and environmental work to maintain a good working relationship with all landowners, government agencies and Emergency Response organizations along the ROW and within company facilities.
  6. Assist the Supervisor Construction in providing the necessary guidance and coaching to develop field inspection staff and contractors to meet departmental objectives.
  7. Assess workload and plan crew locations and staffing levels with the Project Engineers and Construction Coordinators and ensure all crews know their next four work locations whenever possible.
  8. Ensure a safety stand down is held whenever there is an incident, and a supervisor or Chief Inspector participates in each stand down.
  9. Ensure planning reviews for all digs are completed
  10. Monitor Ops work authorizations and maximize outage coordination and efficiency
  11. Manage Non-Destructive Examination (NDE) and Welding work and approves standby time
  12. Coordinate with management to determine the number of crews and inspectors needed to execute the portfolio of work.
  13. Provide a detailed schedule, including beginning and end dates, to management, updating weekly or as changes occur
  14. Provide managerial support as directed by the Supervisor Construction.
  15. Perform pre-job safety meeting when beginning in a new area or with a new contractor
  16. Ensure all work is performed per client's policies and procedures
  17. Demonstrates broad business and technical knowledge in resolving problems, project management, identifying opportunities and has a keen awareness of interrelationships with other stakeholders.
  18. May act as the Supervisor Construction in their absence
  19. Manages each scope based on client's Policies and Procedures

KNOWLEDGE, SKILLS & ABILITIES

  1. Minimum 6 total years pipeline maintenance or construction experience.
  2. Understanding of pipeline and terminal operations
  3. Predict obstacles, challenges and risks to proactively determine mitigation strategies and innovative solutions to problems
  4. Excellent oral and written communications skill
  5. Software experience with: MS Office Suite, Oracle or SAP
  6. Problem solving, decision-making, organization, planning and leadership skills
  7. Collaborative, team- and service-oriented work style
  8. Motivated self-starter who works well independently in a fast-paced team environment
  9. API 1169
  10. Valid Driver's License
  11. First Aid/CPR
  12. Global Harmonized Systems
  13. OSHA 10 or OSHA 30
