Whitman, Requardt & Associates WRA, a top 120 ENR firm, is seeking a qualified candidate to fill a position for a construction management opening for Construction Cost Estimating and CPM Construction Scheduling with expertise working in industry-standard construction management software and familiar with transportation (highways, bridges and building facilities) as well as underground utility infrastructure.

Requirements:

  • High School diploma or State Equivalency Certificate is required - AA or BS in Civil Engineering or Construction Management, preferred
  • Minimum ten (10) years of specific construction management and/or construction general contracting experience on assorted construction project types. Previous construction cost estimating for a contractor is a plus.
  • Performing cost estimates for comprehensive construction transportation infrastructure types including highways, streets, bridges, utilities, maintenance facilities etc. Cost estimating could utilize a variety of commercial and/or Federal cost estimating techniques (Analogy, Parametric, Bottoms Up, Actual, etc.) as appropriate. Actual cost estimating experience as an estimator with contractor bidding experience in the DC/Metropolitan Washington area is a plus.
  • Experience reviewing of construction project plans and specifications to ensure they contain a reasonable schedule of prices, quantities, and units of measurement required.
  • Experience with bid/pricing justifications and analysis.
  • At least three (5) years equivalent of full-time construction cost estimating and CPM schedule development and/or review
  • Skillsets required- Must be proficient in the use of construction cost estimating and scheduling software including:
    1. Quantity Take-off and Bid Development in Industry-Standard Cost Estimating Platforms
    2. Development of Preliminary Cost Estimates During Various Design Phases
    3. Development of Independent Cost Estimates (ICE or IGCE)
    4. Development and Review of Cost Loaded Schedules
    5. Detailed Bid Analysis and Award Recommendations to Owners
    6. Preliminary Construction Schedule Development During Design Phase
    7. Development of Detailed Construction Phase Schedules
    8. Development of Work Breakdown Structure (WBS) for Major Work Activities
    9. ICPM Development & Review
    10. Monthly Schedule Updates and Written Narrative Reports
    11. Forensic Schedule Analysis for Claims Support
    12. Time Impact Analysis (TIAs)
  • Other Certifications, preferred but not required
    1. AACE International Certified Cost Professional (CCP)
    2. USGBC Accredited Professional (LEED AP BD+C)
    3. SAVE International Valued Methodology Associate (VMA)
    4. Certified MCASES/MII estimating software certification
  • Good Communication Skills
  • Report writing skills required for producing schedule review reports
  • Ability to deliver oral presentations related to cost estimating, scheduling interpretations and/or dispute resolution negotiations a plus.
  • Excellent computer software skills required (Microsoft Word & Excel) for completing reports, spreadsheets and related project documentation or project controls utilizing eConstruction web-based, file share technologies
