POSITION FUNCTION:


Under the general direction of the Permit Supervisor, performs assigned duties necessary to support the functions and needs of the Development Services Department. Duties may include, but are not limited to, record keeping, typing (e.g. memos, letters, spreadsheets, permits, etc.), dictation, filing, answering telephones, taking and disseminating messages, guest services, errands, copying, bill processing, cash handling, accounts receivable and payable, reviewing, approving and inputting permit applications.


ESSENTIAL DUTIES:

  1. Performs administrative support work such as assisting with answering department multi-line phones, word processing, creating spreadsheets, or support functions that involve data entry/retrieval and functions that require interpretation, and judgment regarding appropriate processes to be used. Review forms, data, and other information to ensure accuracy and conformance to established procedures and policies. Maintain supplies including permit applications, forms, and related documents, and replace supplies as needed/required.

  2. Responsible for taking and processing requests and complaints; provide procedural and City code information to various citizens and businesses; route individuals to proper resources as appropriate. Respond to inquiries and provide information related to permit procedures, policies, and functions in the office, over the telephone, or by email.

  3. Responsible for calculating and determining a variety of fees for plan checks, permits, taxes, and other charges. Responsible for ensuring all fees have been paid before permit issuance and/or occupancy and utility releases. May balance daily permit receipts and prepare appropriate daily, and other reports to be submitted.

  4. Responsible for reviewing construction permit applications for compliance with appropriate city and county ordinances, policies, and procedures as well as state statutes and Federal regulations.

  5. Ensure all permitting information is entered correctly into permitting and plan review systems in an efficient manner. Responsible for issuing permits and business tax receipts (BTRs) utilizing permitting software, records, reports, internal and external websites, and governing documents as required.

  6. Responsible for communicating with the Building Official to ensure timely and accurate review and issuance of building permits and check for expired permits. Responsible for notifying applicants when plans or permits are ready for delivery or issuance and providing status updates as requested.

  7. Responsible for maintaining files, logs of plans, and applications submitted; directing the filing and routing of plans and permits to appropriate City departments and staff.

  8. Performs additional duties as assigned.

ENVIRONMENT:


Duties are performed primarily within an office environment. Possible exposure to dust and mold.


KNOWLEDGE/SKILLS/ABILITIES:


• Required knowledge and experience are normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED, and two (2) years work-related experience is required.

• An Associate's Degree, Vocational, or Technical administrative clerical training is preferred.

• Ability to review and evaluate permit application packets for compliance with land development regulations, and other county, state, and Federal construction permitting requirements.

• Ability to perform basic mathematical tasks including calculation fees.

• Work requires the ability to read and write letters, memos, and contracts.

• Work requires the ability to develop spreadsheets and other job-related analyses.

• Must possess good oral and written communication skills.

• Must possess good organizational skills.

• Ability to work under high demands, short time constraints, and pressure in a fast-paced work environment.

• Ability to establish and maintain effective working and professional relationships with City and other public employees, public officials, contractors, consultants, vendors, media, and the general public.

• Knowledge of Microsoft Word, Excel, and PowerPoint.

• Basic understanding and knowledge of filing practices and principles.

OTHER REQUIREMENTS:


• Must possess a valid Florida Class E driver's license.

• Must pass applicable pre-employment testing and background and credit checks.


SPECIAL REQUIREMENT:


This position may be required to report for work when a declaration of emergency has been declared in Polk County.
