Description/Duties

Under general supervision, a Construction Permits Specialist II engages in technical and skilled activities that encompass the processing of construction applications, plan submissions, and building and right-of-way permits. Responsibilities include tabulating payments for permits and development impact fees, issuing construction permits, reviewing basic plans, posting inspection results, and interpreting fundamental building codes and ordinances, which may vary by assignment.

Incumbents may also undertake a variety of routine engineering and data entry tasks to support development services records and research activities, as assigned. Duties further entail responding to inquiries and elucidating the policies and procedures of the work unit; receiving, processing, and coordinating requests for new utility installations and modifications to existing utilities; dispatching crews for service and emergency calls; and transmitting requests for various development-related services. This role encompasses related duties as required.

Employees in this classification perform skilled and diverse paraprofessional assignments that involve significant public interaction in the review of applications and issuance of routine permits. Considerable tact and persuasion are necessary when dealing with customers who may be upset or distressed. This position differs from the Permits Supervisor role, which entails supervisory responsibilities and a higher level of technical knowledge and expertise regarding the functions performed. Employees may advance to this position through noncompetitive promotion upon meeting specific criteria-based promotion requirements or through performance and training. Work is conducted under the general supervision of a Permits Supervisor. This classification is FLSA nonexempt.

Minimum Qualifications Required: Graduation from high school or GED. Any combination of training, education, and experience equivalent to one year of work experience involving extensive customer contact.

Preferred/Desirable Qualifications: Bilingual (Spanish/English) skills are desirable. Any combination of training, education, and experience equivalent to 2+ years of work experience involving extensive customer contact is preferred. Proficiency in word processing, database, and/or spreadsheet applications is preferred. Certification as a Permits Technician is highly desirable. Experience involving in-person customer contact with a private or public construction, utility, or development-related organization is also desirable.
