Position Summary/General Description:

Conducts research of new technologies or applications that can either provide a competitive edge to the company, improve customer experience, or otherwise provide Laguna Development Corporation (LDC) with added value through the use of technology. Works with internal customers to analyze operational procedures and systems to identify areas that can benefit from technology. Determines and reports the feasibility of system upgrades or new system deployments by analyzing existing system capabilities, customer requirements, deadlines, and department or vendor resource availability, as well as the demands of the competitive landscape and LDC’s position within it. Create, propose, and implement a strategic vision for development of infrastructure, processes, new system standards, maintenance, documentation, quality, and applications to improve production or workflow as required. Provides project status, departmental progress, and accomplishments via direct reporting to the Chief Finance Officer (CFO).

Essential Duties & Responsibilities:

  • Analyze business and operational activities to determine computer system(s) needs to meet and/or enhance management information and functional operational needs.
  • Manage the development, implementation, installation, and operation of information and functional systems for LDC.
  • Develop, implements, and monitors management information systems policies and controls to ensure data accuracy, security, legal, and regulatory compliance.
  • Meet departmental financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective actions.
  • Identify, research, and direct the implementation of new technologies and systems to streamline business processes, improve productivity, and enhance the customer experience.
  • Assess and report on the feasibility of system upgrades or development by analyzing existing system capabilities, customer requirements, trends within relevant markets, deadlines, and availability of departmental and vendor resources.
  • Create, propose, implement, and oversee a strategic vision for development of I.T. infrastructure, processes, new system standards, maintenance, documentation, and applications to improve production.
  • Provide support to end users in the selection, procurement, usage and maintenance of software programs and hardware.
  • Responsible for estimating, forecasting, and managing I.T. budgets.
  • Negotiate and contract with consultants, technical personnel and vendors for services and products.
  • Oversee everyday operations of the I.T. department.
  • Stay abreast of trends and regulations to ensure effectiveness and compliance.
  • Ensure that the company Disaster Recovery Plan is optimal, and that I.T. staff and technical infrastructure are capable of successfully executing the plan.
  • Develop/select and conduct user training on an as-needed basis.
  • At all times maintain a courteous, positive and professional working relationship with all LDC personnel and the general public (e.g., clients and vendors).
  • Work odd and unusual hours, including weekends and holidays.
  • Actively participate in Management Development Leadership Series (MDLS) yearly.
  • Actively participate in LDC Management Capacity Program as required.
  • Must possess strong verbal, writing, and typing skills
  • Other duties as assigned or as directed.

Education & Experience Requirements:

  • Bachelors’ Degree in Computer Science, Information Technology, or related field from an accredited college or university
  • Minimum of eight (8) years’ experience in an enterprise I.T. environment
  • Five (5) years’ experience in a management position

Licensing & Certification Requirements:

  • At least one from each of the following categories (or equivalent experience):
  • One IT systems-related certification (e.g. MCP, MCSA, MCSE, MCDBA, VCP, Server+)
  • One IT security-related certification (e.g. CISSP, Security+)
  • One IT networking-related certification (e.g. CCNA, Network+)

Computer Equipment, Software, and Machinery Requirements:

  • Highly proficient in Microsoft environments and application
  • Highly proficient in a virtualization system (e.g., VMware, Citrix)
  • Highly proficient in enterprise networking architecture and technologies
  • Proficient in enterprise IP telephony
  • Proficient in enterprise mail systems
  • Highly proficient in SAN systems
  • Proficient in backup system management

Essential Physical Requirements:

  • The job requires the ability to hear, sit, stand, talk, walk, and see 51-100% of the time.
  • The job requires the ability drive 25-50% of the time.
  • The job requires the ability to bend over, crouch/stoop, kneel, reach overheard and turn/twist balance/climb and crawl 0-24% of the time.
  • The job requires the ability to push/pull, slide, and transfer 1-25 lbs. 25-50% of the time, 25-50 lbs. 0-24% of the time and 50+ lbs. 0-24% of the time.
  • The job requires the ability to carry and lift 1-25 lbs. 51-100% of the time, 25-50 lbs. 0-24% of the time, and 50+ lbs. 0-24% of the time.

Essential Mental Demands:

  • Requires the ability to solve problems, organize, plan, make decision, interpret data, read, and write the majority of the time.

Supervisory Responsibilities:

  • Hiring, promoting, compensating, training, disciplining, scheduling, apportioning work among employees, directing, appraising productivity, terminating, measuring performance, and planning budgets for work.

Work Environment (inside/outside):

  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Other Requirements:

  • Applicant must be able to obtain and maintain a gaming license through the Pueblo of Laguna’s Tribal Gaming Regulatory Authority (TGRA) and must provide/maintain a valid New Mexico drivers’ license.
