POSITION PURPOSE: The Power Plant Shift Supervisor is responsible during his/her shift for all personnel and equipment involved in the production of steam and electricity at the plant.  He or she plans, coordinates, supervises, monitors, and controls all on-shift operations, material handling, and related maintenance and engineering activities working with the various departments.  As the senior individual on duty around the clock, he or she has the responsibility and authority to take whatever actions may be necessary to protect people and equipment, such as reducing load, taking boilers out-of-service, taking the turbine generator off-line along with various equipment and system lineups to ensure customer needs.

PRIMARY DUTIES / RESPONSIBILITIES:

  • Provides direct supervision to Power Plant Operations personnel.
  • Assists the Operations Manager in all facets of department administration and power plant management.
  • Serves as Acting Operations Manager in his/her absence and as the senior management person in the absence of the General Manager and all department heads. Works with Maintenance Supervisor and  maintenance support activities as required.
  • Conducts routine tours of the power plant to inspect equipment; provides direction, supervision and feedback to employees; and ensures that all safety rules and plant procedures are followed.
  • Maintains complete and accurate reports of downtime, outages, repair requirements, and production and performance indices.
  • Plans, directs and performs functional testing of plant systems and components. Interprets data based on established standards and/or sound power plant practices.
  • Investigates plant problems, incidents, accidents, and unusual events, and provides analyses, recommendations, reports, and appropriate follow-up plans.
  • Determines the need for and directs or performs routine operational tests and adjustments on all power plant systems and components, as required.
  • Performs tests on steam, water and other samples when required.
  • Checks daily consumption rates of chemicals, gases, fuels, water and other consumables; monitors inventories and initiates action to replenish same.
  • Ensures all in-plant switching and tagging of equipment in accordance with approved procedures and prudent operations and maintenance practices.
  • Plans and directs housekeeping duties. Ensures housekeeping standards are maintained or initiates corrective action, as required.
  • Develops, reviews and revises operating and related procedures. Ensures procedural compliance in the conduct of plant operations, maintenance, and personnel administration.
  • supports corrective maintenance efforts on selected equipment.
  • Develops and monitors planned daily operations work schedules to maintain adequate staffing.
  • Conceives, develops and evaluates on-the-job and classroom training in operations-related subjects. Prepares lesson plans, handouts, visual aids, examinations, qualification standards, and other material related to employee training and development.
  • Assists in the recruiting, screening, interviewing and selection of candidates for employment or promotion within his/her area of responsibility.
  • Maintains logs, records and data sheets; prepares and reviews reports, trends, time sheets, material requisitions, work orders, and other administrative documents related to power and steam production.
  • Provides advice and counsel to the Operations Manager regarding the technical and administrative conduct of shift operations.
  • Communicates with other company personnel on-site and at other locations. Represents the company in dealing with the pubic, steam and power customers, vendors, contractors, regulators, and other non-company personnel.
  • Supports the Administration, Engineering and Maintenance departments.
  • Performs other duties as assigned.
  • The Shift Supervisor serves as  the Plant's emergency action coordinator.

SCOPE OF RESPONSIBILITY

The Power Plant Shift Supervisor operates from established and well-known procedures, performing duties independently with only general direction given. Decisions are made within policy constraints. The Shift Supervisor encounters new and varied work situations, involving a high degree of complexity.

The Shift Supervisor must ensure that all work is performed in a safe manner resulting in no accidents, in compliance with all environmental permits at all times. The Shift Supervisor must effectively communicate information to the Operations Manager, fellow supervisors and managers, and subordinate operation and personnel, relative to the condition of the plant equipment and performance, and provide suggestions for plant improvement. Operations work schedule will be posted in advance for sufficient notice to employees. The Shift Supervisor must ensure duties are performed in such a way as to result in an optimum cost-benefit ratio.

All employees have the responsibility to both the customer and their co-workers to do the job right the first time and to ensure the customer’s needs are being met.

WORKING RELATIONSHIPS

The Shift Supervisor reports to the Operations Manager, and supervises subordinate operations personnel. The Shift Supervisor cooperates with other supervisors and managers as needed in the daily operation of the plant.

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT

Physical requirements include sitting, standing and walking.  Occasional periods of lifting and climbing.

All employees will participate in the Fitness for Duty Program.  This program includes a post-offer physical examination and drug screening and post employment random drug screening.  There are extensive smoking restrictions in and around the facility.

Qualifications

Education / Experience / Background

  • Ability to read, write and communicate effectively in English and perform mathematical calculations, plus four years’ experience in a power plant / control room environment, or equivalent education and experience. High school or vocational school diploma preferred. Technical training and demonstrated ability to perform successfully in similar work environments preferred.
  • Success in supervisory roles for at least two years.
  • Knowledge of power plant equipment and of fundamental principles related to physics, mathematics, AC and DC electrical theory, heat transfer and fluid flow, thermodynamics, chemistry, and metallurgy.
  • Ability to understand and read mechanical and electrical drawings and to read, write and comprehend technical information.
  • Detailed knowledge of all aspects of power plant safety.
  • Proficiency in the use of Windows-based applications on the PC.
  • Working knowledge of power plant equipment and power tools.
  • Functional knowledge of subordinate and peer responsibilities and duties.
  • Valid driver license.
  • Knowledge of heavy equipment operation and maintenance. 
  • Understanding of NERC procedures and Regional Reliability Organization (RRO) requirements.
