JOB TITLE: Utility Inspector

FLSA DESIGNATION: non- Exempt

OCCUPATIONAL CATEGORY: Craft Worker - Skilled

OBJECTIVES:

This person will perform the duties of Utility Inspector and will be responsible for the Inspection of utility of construction associated with development projects and CIP projects to ensure the safety, economy, and compliance of said projects through plans specification,various codes, and department policies; job task may include inspection of Public and/or private development construction and public right of ways, use permits; coordination with other city departments concerning construction related matters; and providing information of the public concerning Public Works or Engineering and construction related issues


ORGANIZATIONAL RELATIONSHIPS:

  1. REPORTS TO: Public Works Director
  2. DIRECTS: sub-contractor inspectors
  3. OTHER: Interaction with the general public and may assist other departments as needed.

GENERAL STATEMENT OF DUTIES:

Duties include, but are not limited to:

  • Preforms field inspections of site grading, temporary erosion controls, water (connections to public water lines domestic, fire lines, values and service) Wastewater (mains, manholes, and cleanouts), stormwater (mains, manholes, outfalls and ponds) driveway and pavement construction (sub-grade, base courses, curbs, gutters, striping, signs, asphalt, and concrete pavement), sidewalk, and traffic control/work zone safety.
  • Inspects and coordinates utility construction inspections for right of way permits.
  • Interacts with contractors and the public as a representative of the City on construction related matters
  • Attends all preconstruction meetings between contractors and developers and other City departments for private development and right of way use projects.
  • Oversees the performance of field inspections to evaluate the work performed and materials used; verifies quality of workmanship, quality of materials used, and compliance with plans, specifications, estimates, applicable codes and regulations and our TCSS.
  • Attends the large projects review team to go over the plans as a group.
  • Notes deficiencies and deviations from plans; refers serious problems and disagreements in the interpretation to developers, engineers and public works and city engineers.
  • Meets and corresponds with consulting engineers, developers, and contractors to discuss site developments and plan revisions.
  • Responds to and resolves public inquiries and complaints related to construction projects and development.
  • Be a part of final walk-through meetings to review data and answer questions as needed coordinates with GIS staff on as built plans.
  • Maintains good documentation and files on all projects and supplements inspection records with photographs.
  • Responds to requests for information, provides technical information to city staff as authorized and provides assistance to the public within scope of authority.
  • Night and weekend work may be required, particularly for inspection of water systems connections.
  • Performs such other related duties as may be assigned.
  • Make sure that erosion control devices are in good standing and have them replaced or fixed if not in good working condition.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel; reach with hand and arms; stoop, kneel, crouch. The physical demands described here are representative of those that must be met by an employee to successfully perform the functions required of the position. The employee is frequently required to sit and climb or balance. This classification requires agility and balance to use ladders for accessing excavations, ability to negotiate uneven and steep terrain, must be able to be mobile in partially constructed foundations and other construction spaces, ability to enter and be mobile in manholes, and other confined spaces. The employee must occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Any corrective eyewear required while operating a motor vehicle must be worn at all times while working.

While performing the duties of this job, the employee is regularly exposed to high, precarious places; outside weather conditions; extreme cold; extreme heat and risk of electrical shock. The employee is frequently exposed to fumes or airborne particles and toxic or caustic chemicals. The employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; explosives; risk of radiation and vibration. The noise level in the work environment is usually moderate.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND TRAINING:

Experience

  • Sufficient experience/training to perform job functions.
  • Five years' experience in the operation of being an Inspector.

Knowledge

  • Applicable Federal, State and local laws, codes, ordinances, statutes, rules, regulations, policies and procedures.
  • TMUTCD and City specs/standards and the practical application of these principles.
  • Construction practices, materials, details, specifications, symbols, terminology and codes, and inspection procedures.
  • Municipal infrastructure maintenance and repair.
  • City policies and procedures.
  • Either possess knowledge of safety standards applicable for jobs accomplished in the Water/Wastewater Department or be able to be trained to a complete understanding of such safety standards.

Skills/ability to

  • Exhibit good judgment to work safely.
  • Communicate effectively in the English language.
  • Written and verbal communications
  • Work zone safety
  • Assist in resolving engineering and Public Works, construction and safety issues.
  • Proficient computer skills; Incode, Microsoft Office Software, and familiar with GIS.
  • Establish and maintain an effective working relationship with all levels of management, City officials, other employees, and the general public.
  • Provide excellent public relations and customer service.

EDUCATION, WORK EXPERIENCE, CERTIFICATIONS, AND LICENSES REQUIRED:

  1. High school diploma or GED equivalent
  2. Five years of experience in Inspection of construction,
  3. A valid Texas Class C with a driver's license with a satisfactory driving record, as defined by City policy.
  4. Class II Collection and Class C water distribution License by TCEQ within 30 months
  5. Work Zone and Traffic Safety with TMUTCD obtained within 24 months.
  6. Stormwater inspector certification within 12 months.
