SALARY RANGE:  $83,994 to $121,791


SUMMARY

The Accounting Manager directs and coordinates the daily activities of the accounting staff to accurately maintain the Town’s general ledger and accounting records in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards (GASB).  The position requires an individual who is detail-oriented, a team player, and an independent thinker, with a deep understanding of accounting principles and practices, preferably with commensurate experience at a governmental organization.  This can be an in-office position, or a remote worker, with regular visits to the Town’s administrative offices, located at Town Hall, Winter Park, Colorado.


ESSENTIAL DUTIES AND RESPONSIBILITIES

The below list is intended to be illustrative of the duties and responsibilities of the position and not all-encompassing. The Town may change these duties at any time:

  • Oversees the daily accounting activities and manages the Town’s core accounting functions, including: accounts payable, accounts receivable, cash receipts, payroll, sales tax revenue, and other revenues.
  • Prepares and reviews bank, investment, and general ledger account reconciliations and journal entries.
  • Provides payroll, sales tax revenue, and other revenue support.
  • Reviews the Town’s general ledger on an ongoing basis to ensure compliance with GAAP and GASB.
  • Leads and coordinates monthly and annual closings of the Town’s accounting records.
  • Supports annual budget preparation, analysis, and reporting.
  • Recommends and implements changes to accounting processes and procedures to improve completeness, efficiency, and timeliness of routine tasks performed by the accounting department team.
  • Assists with the development and enforcement of adequate internal financial controls.
  • Coordinates the annual financial statement audit activities, and prepares analytical workpapers, reports, and other information requested by the Town’s outside auditor.
  • Assists in the preparation of the Town’s Annual Comprehensive Financial Report (ACFR).
  • Assists in the selection, implementation and maintenance of financial and accounting software systems.
  • Performs other related duties and responsibilities, as assigned or directed.


KNOWLEDGE, SKILL AND ABILITIY REQUIREMENTS

  • Strong understanding and working knowledge of Generally Accepted Accounting Principles (GAAP).

  • Strong sense of ownership and accountability.
  • Ability to analyze financial data and to prepare accurate reports in a timely and accurate manner.
  • Ability to effectively use automated accounting software and financial management systems.
  • Knowledge and ability in the use of a personal computer and software applications, including Microsoft Office 365, with a strong working knowledge and proficiency with Microsoft Excel.
  • Strong interpersonal skills, ability to communicate effectively with others, at all levels, and maintain strong professional working relationships.


ADDITIONAL PREFERRED KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of Governmental Accounting Standards (GASB) and experience working with governmental fund accounting concepts.
  • Knowledge of Caselle accounting software, MuniRevs sales tax collection software and/or other governmental financial accounting systems.
  • Experience working with the municipal Home Rule form of government and/or other municipal, county and state governmental units.
  • Experience with sales and use tax compliance and reporting with a public-governmental unit or a private/for-profit business.
  • Working knowledge of Federal and State grant processes and compliance requirements.


SUPERVISORY CONTROLS

This position works under the general supervision of the Town’s Finance Director. Work is generally performed independently, in accordance with established regulations, and reviewed through reports and an evaluation of results achieved. 

This position has responsibility for managing and directing core accounting functions but does not have any direct personnel administration, supervisory or management responsibility.


MINIMUM QUALIFICATIONS

Education:

  • High School Diploma or GED is required.
  • Bachelor of Science Degree in Accounting, or other business degree with a minor in accounting from an accredited university is required.

Experience:

  • At least 5 years of commensurate and progressive professional accounting experience is required.

Certification:

  • Certified Public Accountant (CPA), Certified Government Finance Manager (CGFM), Certified Public Financial Officer (CPFO), or candidate is preferred.

General:

  • Valid State Driver’s License.
  • Satisfactory Motor Vehicle Record (MVR), in accordance with Town policy.

All federal, state, and local laws. Work requires discretion and judgment in interpreting Town policies, laws, and ordinances and analysis and judgment in accomplishing diversified duties. Work requires the exercise of independent thinking within the limits of guidelines, policies, standards, and precedents.  The purpose of this position is to protect the official records of the Town and promote the best interests of the citizens of and visitors to the Town of Winter Park.
