JOB SUMMARY:

The Assistant County Engineer is responsible for planning, supervising, and coordinating engineering activities of the County’s Development Review and the Capital Improvement Program pertaining to the Construction Management, Engineering, and Sewer Services. The administration and management of the Division’s projects and personnel in the absence of the County Engineer.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

Participates in engineering studies, location surveys, preliminary and final designs; assists in developing engineering proposals and designs.

Coordinates plans and inspects projects to ensure conformance to legal requirements and plan specifications; prepares public works project specifications, plans, estimates, and reports; evaluates equipment requirements, and makes recommendations.

Manages special projects and programs for the Public Works and Utilities Department as assigned by the Assistant Public Works and Utilities Director.

Interprets and applies relevant codes pertaining to right-of-way acquisitions; meets with property owners and negotiates purchase to obtain property for public works projects.

Serves as the County Engineer during his/her absence.

Performs project management of roadway design, traffic engineering, and construction management of various Public Works and Utilities projects.

Formulates and implements technical procedures for the Engineering Division; ensures engineering records and files comply with legal requirements.

Develops and administers individual project budgets; monitors approved expenditures. Performs field investigations, construction site field reviews, and inspections.

Meets with Commissioners and City and State officials concerning roadway issues and complaints and resolves problems; consults with Federal, State, and Local officials regarding engineering projects and con­cerns.

Attends and participates in public meetings; advises, informs, and responds to citizens; serves as technical expert at board meetings and provides supportive data on engineering issues.

Represents the division and the department on various committees, meetings, and public hearings; attends and participates in meetings and forums; and answers questions and provides information regarding division activities and plans.

Administer and/or oversee the administration or contracts; review and approve payments and billing for contracted services.

Regular and predictable attendance is required.

Performs other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor's Degree in Civil Engineering or related field and six years of progressively responsible civil engineering experience of which at least four years’ experience is in a supervisory capacity or any equivalent combination of education or experience to meet the above stated requirements.

Licenses and Certifications:

State of Georgia Certified Professional Engineer or Certified Professional Engineer in a state having reciprocity with Georgia.

Valid Class I Driver's License and a satisfactory Motor Vehicle Record (MVR).

Knowledge, Skills, and Abilities:

Knowledge of theories, principles, and practices of civil engineering as applied to major public works projects.

Knowledge of principles and practices utilized in the inspection and testing of materials used in the construction of roads, bridges, and other projects.

Ability to interpret intent and meaning of contract provisions, plans, and specifications involved in highway construction.

Ability to organize, interpret, and analyze technical engineering reports.

Ability to communicate clearly and effectively, both orally and in writing.

Ability to plan, organize, and administer an engineering program, including supervising and evaluating a professional and technical staff.

Ability to establish and maintain effective working relationships with Federal, State, and Local officials, contractors, developers, employees, and the public.

Physical Ability: Essential functions continuously require the ability to remain stationary (sitting or standing); repetitively use hands/arms/legs. Incumbents constantly must think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must continuously direct others, meet deadlines; stay organized; use math/calculations and use a keyboard/type.

Frequently the essential functions require the ability to move by walking; move/transport items up to 10lbs; attend work related meetings; handle confidential information and operate equipment.

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; position oneself by crouching or kneeling; ascend and descend ladders, stairs, and ramps; push or pull; maintain body equilibrium to prevent failing when walking, standing, crouching or navigating narrow, slippery or erratically moving surfaces; repeatedly use legs; move/transport between 11lbs to 50lbs; grasping. Incumbents in this position are occasionally on-call;, work irregular hours; and maintain stamina throughout the workday.

Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; use of hand/eye coordination and fine manipulation to use tools and equipment.

Environmental Factors: Essential functions constantly require incumbent to be able to work alone or with others. Additionally, incumbents are frequently exposed to extreme temperatures and humidity while working outside; extreme dry environments; dirt/mud, fumes, gasses, odors, dust, grease, and oil; and extreme noise.

Essential functions occasionally require exposure to risk of bodily harm from sharp objects/tools, heavy machinery; constricted spaces and traffic hazards; moving mechanical parts, wet, slippery floors/surfaces.
