JOB SUMMARY:

The Assistant Director of Public Works and Utilities, with a specialization in Engineering and Roadway, plays a critical role in overseeing, planning, and coordinating the county's efforts in managing and improving its transportation facilities and engineering practices. This position involves comprehensive management of projects related to transportation infrastructure, site and civil development, stormwater management, right-of-way, and land matters, ensuring they meet environmental protection standards and serve the community's needs efficiently. The role demands active collaboration with various departments, contractors, and regulatory bodies to ensure sustainable practices in transportation infrastructure and environmental conservation.

MAJOR JOB RESPONSIBILITIES:

  • Lead the planning, organization, and management of the Engineering, Roadway Maintenance, Stormwater, and Right-of-Way Divisions within the County's Public Works and Utilities Department. This includes the development of strategic plans to enhance the efficiency, sustainability, and compliance of transportation infrastructure, stormwater management systems, and right-of-way regulations with environmental and legal requirements.
  • Direct and oversee projects related to the expansion, maintenance, and upgrade of transportation infrastructure and stormwater management facilities. This includes supervising construction, renovation, and operational activities to ensure they are completed within budget, timeframes, and quality standards.
  • Ensure that all transportation, stormwater, and right-of-way operations comply with local, state, and federal environmental and land use regulations. Prepare and oversee compliance reports, environmental impact assessments, and audits to maintain adherence to the Georgia Environmental Protection Division standards.
  • Assist in developing and administering the budget for the transportation, stormwater, and right-of-way-related divisions, including capital investment and operational costs. Oversee expenditure and ensure effective allocation of resources to meet departmental goals and objectives.
  • Confers with the Public Works and Utilities Director with respect to annual project development, capital operating expenses, long-range plans and proposed/projected projects; confers with other County officials on issues of mutual concern.
  • Act as a liaison between the county and various stakeholders, including residents, businesses, environmental groups, and governmental agencies. Address concerns, provide technical expertise, and foster partnerships to support environmental sustainability and community health.
  • Manage, mentor, and evaluate staff within the transportation, stormwater, and right-of-way divisions. Promote professional development, team cohesion, and a culture of safety, efficiency, and environmental responsibility.
  • Explore and implement innovative solutions and technologies for transportation infrastructure, stormwater management, and right-of-way management. Aim for continuous improvement in operational efficiency, environmental protection, and service quality to the community.
  • Lead the response to emergencies related to transportation infrastructure, stormwater operations, and right-of-way issues such as road closures, flooding, or environmental hazards. Develop and implement solutions to complex problems, ensuring minimal impact on public health and the environment.
  • Assist in administering policies, procedures, and practices and in resolving related problems. In relation to employee-related issues, assist the Public Works and Utilities Director and Human Resources to resolve employment issues related to policy application, hiring, termination, grievances, and appeals.
  • Meet with Commissioners, City, and State officials concerning transportation, stormwater, right-of-way, and engineering issues and complaints and resolve problems; consult with Federal, State, and Local officials regarding projects and concerns related to these activities.
  • Attend and participate in public meetings; advise, inform, and respond to citizens; serve as a technical expert at board meetings and provide supportive data.
  • Maintain good public relations with the public; attend public meetings with citizens groups to exchange information.
  • Serve as a technical expert at Board and Commissioners meetings by providing supportive data.
  • Regular and predictable attendance is required.
  • Perform other related duties as required.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor's degree in Civil Engineering, Transportation Engineering, Environmental Engineering, Construction Management, or a related field. At least seven (7) years of experience in public works, utilities, or environmental services, with a focus on transportation infrastructure, stormwater management, and right-of-way matters. A minimum of five (5) years in a leadership or supervisory role is preferred. Any equivalent combination of education and experience that provides the minimum level of qualifications stated above.

Licenses and Certifications:

  • State of Georgia Certified Professional Engineer or Certified Professional Engineer in a state having reciprocity with Georgia or the ability to obtain professional engineers’ certification within twelve (12) months of date of hire, or
  • Registered Land Surveyor in the state of Georgia or the ability to obtain certification within twelve (12) months of date of hire, or
  • Certified Floodplain Manager (CFM), or
  • Certified Public Works Professional (CPWP), or
  • Certified Construction Manager (CCM), or
  • Any other relevant certification in Public Works or Construction Management.
  • Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).

Knowledge, Skills, and Abilities:

Deep understanding of transportation infrastructure, stormwater management practices, civil engineering principles, and right-of-way regulations.

Familiarity with environmental regulations and compliance requirements.

Strong leadership, project management, and communication skills.

Ability to work collaboratively with various stakeholders and adapt to changing priorities.

Knowledge of materials, techniques, and equipment used in roadways, stormwater management, right-of-way management, and other public works construction.

Ability to interpret the intent and meaning of contract provisions, plans, and specifications involved in public works projects.

Ability to organize, interpret, and analyze technical engineering reports.

Ability to plan, organize, and administer an engineering program, including supervising and evaluating professional and technical staff.

Knowledge of State and Federal laws regulating transportation, stormwater, and right-of-way operations.

Knowledge of municipal budgeting procedures and multi-funded financing operations.

Knowledge of storm drainage methods and practices.

Skill in negotiating and administering contracts.

Ability to read, understand, and interpret land use plans, engineering/construction plans, and municipal ordinances.

Ability to select, develop, organize, motivate, and effectively utilize staff.

Ability to plan, direct, and manage a number of diverse but related activities.

Ability to establish and maintain effective working relationships with Federal, State, City, and County officials, contractors, developers, employees, and the public.

Ability to communicate clearly and effectively, both orally and in writing.
