The Housing Program Manager (PM) is responsible for the management and implementation of LAYC’s Independent Living Programs. The PM ensures that the 28+ of young people are safe, receive supportive case management and counseling to achieve their goals and ultimately leave the program to a permanent safe placement. In addition, the PM supervises budgets, policies, and contractual requirements for the programs. The position is responsible for implementing best practices and the on-going evaluation of programs under supervision to ensure continuous quality improvement.

LAYC/MMYC’s mission is to empower a diverse population of youth to achieve a successful transition to adulthood, through multicultural, comprehensive, and innovative programs that address youths' social, academic, and career needs. To achieve that mission, LAYC/MMYC provides services and opportunities to approximately 5,000 individuals annually to support academic achievement, promote healthy behaviors, and guide youth toward successful adulthood. LAYC/MMYC also conducts advocacy and public policy work to broaden opportunities for youth.

- Supervises safe housing residential program, serving 44 youth, and a staff of 8.
- Develops and monitors administrative and programmatic procedures to facilitate and enhance the delivery of services to youth.
- Attends to clients and program crises in a timely manner.
- Prepares and monitors budgets.
- Ensures that all contract and licensing requirements for every program under supervision are met.
- Oversees personnel matters, including hiring, orientation, training, supervision, evaluation of staff.
- Assesses the quality of all services and outcomes of the programs.
- Works with supervisees and external stakeholders to ensure appropriate placement of youth in ILP programs.
- Works with team members to plan and execute educational, recreational, and prosocial activities for the youth in the programs.
- Participates in publicity activities throughout the Washington, DC Metro area related to the residential programs.
- Responsible for all duties as assigned by supervisor.
EDUCATION & EXPERIENCE REQUIREMENTS
- Master of Social Work, nonprofit management preferred or be a Licensed Clinical Social worker (LICSW) or a Licensed Professional Counselor (LPC) in DC and must have a minimum of two (2) years professional supervisory and/or managerial experience in the human services and/or social service delivery systems.
- Minimum four (4) years of youth development experience; homeless and runaway youth work experience.
- Bilingual in Spanish & English is required.
- Strong communication and organizational skills.
- Ability to develop, revise and oversee individual program budgets.
- Ability to plan, implement program functions and evaluate program outcomes.
- Ability to demonstrate cultural competence with diverse clients and staff.
- Experience in planning and running special events.
- Ability to manage budget of ½ million or more.
- Ability to complete FBI, police, and Child Protective Services background clearances.
- Flexible schedule: Position requires working some evenings and weekends and rotating on-call schedule.
- LAYC/MMYC requires COVID-19 vaccine of all its employees. Proof of vaccination required at the time of interview and submitted upon hire as part position onboarding.
- Complete criminal and child abuse/neglect clearances
This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 10 lbs. May require the ability to travel locally and/or regionally.
