The Program Manager serves within the Mission Support Services Directorate and provides management, direction, and evaluation of activities that support the organization's goals and objectives. Manages the work of a large, multi-level organization typically through subordinate managers. Applies knowledge of the Mission Support Services projects/programs and work activities to support the National Airspace System (NAS). Organizes programs and activities in accordance with the mission and goals of the organization. Provides oversight, leadership and guidance to facilitate the management of the various agency information technology-centric projects. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization.
Applies detailed knowledge of the technical aspect of the work to be directed. Possesses a detailed knowledge of budget, human resource management, and other administrative policies and procedures. Manages projects/programs and monitors contractors in the development, test, integration, implementation, and sustainment of systems. Developing new programs to support the strategic direction of the organization. Directs subordinate program managers and staff in analyzing and assessing program requirement stability, designing and conducting complex studies of proposed software applications, ensuring compliance to system requirements, assessing and integrating the program budget, analyzing project milestones and interdependencies across the portfolio, reviewing contractor deliverables and representing the Federal Aviation Administration at technical meetings, program reviews and conferences.
Provides leadership, promotes teamwork and collaborates with other Mission Support Services Directorate managers to ensure consistent communication of goals and objectives and improve Directorate business practices. Communicates and reinforces EEO policies and programs in all areas of responsibility. Fosters a work environment where all employees are treated in a fair and equitable manner. Performs managerial responsibilities for managers and employees for more than one organizational unit/project/program, and include: strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate.
Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Plans the overall program and monitor progress to make sure that milestones are being met across the various projects and programs. Manages the risks and issues that might and do arise over the course of the program life cycle, as well as take measures to correct them when they occur.
Contacts are routinely internal and external to the Directorate and include representatives from multi-disciplinary, cross-functional teams; NextGen, Mission Support and Technical Operations Service Units to discuss the status and results of projects/programs and future planning. Serves as the primary point of contact in representing the Directorate, ATO and the FAA on policies, procedures or other project/programs purposes. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.
