Job Description: ORBIS is seeking an experienced Program Manager to manage ongoing and future programs and to provide programmatic, engineering, and management support to assigned US Navy Programs.
The candidate will:
- Serve as PM for a portfolio of small contracts within the DC Operations Director's portfolio. This includes functions such as personnel management, staffing, internal and external reporting, financial management, and contract administration.
- Provide support to the DC Operations Director and ORBIS Government Services business unit in the execution of management and operations responsibilities. Examples include leading or supporting special projects to implement process improvements, supporting integration of new organizational units, etc.
- Support the ORBIS Government Services business unit in the full spectrum of business development processes from the initial identification and capture of opportunities through to proposal submission. The ability to clearly articulate company capabilities in written response to customer needs is critical.
- Utilize knowledge, experience, and relationships to obtain some on-contract utilization (typically ad hoc client support based on experience) as a portion of responsibilities.
- Work within high performance teams and interface with all functions within the organization and a broad group of outside constituencies.
Required Skills and/or Experience:
The following are required:
- 10+ years' experience in the field of Navy aircraft, aircraft carrier, surface ship, or submarine program and technical management.
- 5+ years' supervisory experience.
- Excellent communication skills (both oral and written) and strong interpersonal skills.
- Experience and demonstrated ability in preparing written correspondence communicating complex programmatic or engineering matters to senior management.
- Sound business judgment and the highest level of integrity.
The following are preferred:
- Experience in overall planning, direction and execution of major ship/submarine acquisition and life-cycle sustainment programs, systems development efforts, and research or technology initiatives.
- Knowledge of Program Management, including the acquisition process, budgeting process, and financial tracking (Earned Value Management (EVM) and other metrics), funding execution, and the contracting process.
- Experience and familiarity with PPBE processes, Congressional Affairs, and DoD Acquisition Systems.
- Experience in management of professional and/or engineering support services contracts.
- Experience in business development, including identification of opportunities, capture management, staffing, and proposal development.
- Project Management Professional (PMP) or equivalent (DAWIA LIII) in the areas of Contract Management, Program Management, Engineering, or Business Management.
- Past experience that demonstrates the ability to contribute to fast-paced business leadership teams

- BA or BS degree
Must be a US Citizen with a SECRET clearance.
