A DAY IN THE LIFE OF AN ADMINISTRATIVE ASSISTANT

The Administrative Assistant provides administrative support services for our customer, the USDA Natural Resources Conservation Service (NRCS) Washington State office Public Affairs and Programs department. Our customer provides products and services that enable people to be good stewards of the Nation's soil, water and related natural resources on non-Federal lands. Our administrative assistant will play an important role in supporting the NRCS mission.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES:
  • Answer telephone calls, greet visitors and sign for incoming deliveries and other administrative tasks associated with State Office areas of responsibility.
  • Maintain office files, manuals, handbooks and reference library, both paper and electronic, according to NRCS, department guidelines and requirements.
  • Utilize a variety of computer hardware and software applications and small office machines, to include agency specific software such as (but not all-inclusive) ProTracts, DMS, FA Tracker, NEST, FMMI and locally developed Excel databases to extract information needed to develop reports related to scheduling, program tracking and balancing of funds committed and expended.
  • Interact with the general public in an office setting.
  • Work directly with conservation partners, program technicians in the Farm Service Agency, NRCS Field, Area and State Office personnel.
  • Provide a variety of information to program applicants and participants, such as specific program and eligibility requirements, guidance on completion of required program applications, Adjusted Gross Income (AGI) and System for Award Management (SAM).
  • Monitor and track commencement and expiration of agreements and assist with preparation of required paperwork. Works with EZ Fed Grants application to assist program managers with entry.
  • Keep the agreement database up to date and serves as liaison with NRCS Grants and Agreements Specialists as required to ensure WA State agreements are executed as required annually.
  • Perform data entry to process landowner contract documents and actions for approved contracts.
  • Monitor and track commencement and expiration of contracts, contracts behind schedule and contracts that have not been completed.
  • Prepare contract modification, termination, waiver and annual practice reminder letters for signature.
  • Process annual contract reviews and various audits. Prepare documents for contract appeals such as correspondence to program applicants and contract participants and provides documents with open obligation audits. Monitor payment error rates and work to eliminate them.
  • In addition to general administrative duties (filing, taking phone calls, scheduling appointments, making travel arrangements, etc.), this position will provide administrative support to executive staff with various office management responsibilities.
  • The Administrative Assistant may be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials.
  • Other duties and tasks as assigned.

QUALIFICATIONS FOR ADMINISTRATIVE ASSISTANT - GENERAL

  • High School degree or equivalent required, college and/or commensurate experience preferred.
  • Three (3) years or more relevant experience supporting an organization in an office setting servicing the public.
  • Demonstrated experience in supporting outreach events.
  • Familiarity with the NRCS and/or governmental office administrative support.
  • Proficiency with Adobe and Microsoft Suite of products such as: SharePoint, Outlook, Word, Excel, PowerPoint and Adobe PDF.
  • Superior customer service.
  • Excellent verbal and written communication skills.
  • Experience in general office procedures, such as preparing reports, spreadsheets and filing.
  • Familiarity with U.S. Government Travel and requirements (preferred but not required).
  • Knowledge of Farm Bill payment programs and NRCS agricultural and conservation programs (preferred).
  • Knowledge and experience in operating small office machines, such as calculators, fax machines, scanning devices, postage meters and copy machines.
  • Demonstrate an ability to support customer's needs which both reside on and offsite from the duty location.
  • Demonstrated professional demeanor and ability to communicate over the phone and utilizing other forms of electronic communication, including but not limited to, instant messaging, email, video-teleconferencing software, etc.
  • Must be able to successfully pass a National Agency Check (NACI) or Office of Personnel Management (OPM) National Security (NS) community background investigation.
  • Demonstrated ability to work independently with minimal supervision.
  • Strong multitasking capability and excellent organization, time management and decision-making skills with a high degree of attention to detail.
  • Must be either a citizen of the U.S. or a non-U.S. citizen who has been lawfully admitted for permanent residence as evidenced by a Permanent Resident Card (USCIS I-551).
  • Possession of a valid driver's license.
  • Ability to pass background check and pre-employment drug screening.
