Summary:

The Government Proposal Director will lead and manage the proposal development process to secure government contracts. This role requires a strategic thinker with excellent project management skills and a deep understanding of government procurement processes. The ideal candidate will have a proven track record in proposal writing and managing large-scale government proposals across various federal agencies for tasks and projects over $100 Million. Additionally, the Government Proposal Director will oversee and direct the proposal operations for the entire company, ensuring consistency, quality, and compliance across all proposals.


This position is primarily remote but will require occasional onsite presence at our office in Sterling, Virginia.


Job Duties and Responsibilities:

  • Develop and implement strategies for winning government contracts.
  • Lead cross-functional teams in the creation of compelling, compliant, and competitive proposals.
  • Stay informed about federal government procurement trends and requirements.
  • Oversee and direct the proposal operations for the entire company.
  • Establish and maintain company-wide proposal development processes, standards, and best practices.
  • Ensure consistency, quality, and compliance across all proposals.
  • Manage the full lifecycle of proposal development, from initial opportunity identification to submission.
  • Coordinate with subject matter experts, project managers, and other stakeholders to gather necessary information.
  • Ensure all proposals comply with government regulations and solicitation requirements.
  • Develop proposal outlines, compliance matrices, and schedules.
  • Write and edit proposal sections, ensuring clarity, coherence, and persuasiveness.
  • Oversee the proposal schedule, ensuring all deadlines are met.
  • Manage the proposal budget and resources effectively.
  • Conduct proposal reviews and implement feedback.
  • Manage, mentor, and guide subordinate proposal managers and other proposal team members, providing them with the necessary support and resources for success.
  • Ensure the highest quality standards for all proposal documents.
  • Conduct thorough reviews for compliance, accuracy, and completeness.
  • Implement continuous improvement processes to enhance proposal quality and efficiency.
  • Foster a collaborative environment among proposal team members.
  • Communicate effectively with all levels of the organization, including senior leadership.
  • Build and maintain relationships with key partners, subcontractors, and consultants.


Necessary Skills and Knowledge:

  • Exceptional project management and organizational skills.
  • Strong writing, editing, and proofreading abilities.
  • Proficiency in proposal management software (e.g., Deltek, Salesforce, SharePoint).
  • Excellent communication and interpersonal skills.
  • Ability to work under pressure and meet tight deadlines.


Minimum Qualifications:

  • Possess at least 8 years of experience in proposal management, with a focus on federal government contracts.
  • Possess a Bachelor’s degree in Business, Communications, Marketing, or related field.
  • Possess a proven track record of leading and winning large-scale government proposals.
  • Possess experience managing, mentoring, and guiding subordinate proposal managers.
  • Possess experience in directing proposal operations across an entire organization.
  • Possess the ability for occasional travel.


Preferred Qualifications:

  • APMP Certification (Foundation, Practitioner, or Professional)
  • Possess Shipley Certification
  • Possess a Master’s degree in a related field
