Job Description/Responsibilities:
  • Track project costs, schedules, and technical performance, and provide regular updates to the Government program/project manager.
  • Collaborate with stakeholders to establish and monitor program execution, ensuring alignment with milestones, key events, and significant accomplishment criteria.
  • Prepare and deliver monthly internal and external financial and program reports, including detailed Monthly Status Reports (MSRs).
  • Assist in the preparation of financial documents such as Estimates at Completion (EACs), Forecasting, and Annual Operating Plans on a monthly, quarterly, and annual basis.
  • Develop, maintain, and analyze spend plans and Estimates to Complete (ETC) for assigned projects.
  • Assist in preparing purchase requisitions, monitoring subcontractor costs, and preparing accruals.
  • Provide backup documentation for customer invoice submissions and assist in analyzing variances between forecasts and actuals.
  • Interact with customers and internal stakeholders regarding contracts, subcontracts, contract accounting, and pricing.
  • Manage the execution of Task Orders by handling various administrative tasks, including staffing, recruitment, travel arrangements, ODC management, and personnel information tracking.
  • Develop and deliver monthly and routine contract and task order management reports as directed by the Contracting Officer's Representative (COR).
  • Convene quarterly Task Order Status Meetings to update stakeholders on activities, accomplishments, issues, and projections.
  • Maintain an approved Quality Control Plan to ensure the quality, accuracy, and timeliness of contractor performance and deliverables.
  • Meet deadlines for the creation and submission of Estimates at Completion (EAC), Monthly Status Reports (MSR), invoices, and any special reporting for both internal Project and Program Managers and external clients.
  • Track and manage risks related to funding burn and exhaustion.
  • Serve as a liaison for the flow of financial information between the Program Manager, Deputy Program Manager, and corporate finance staff.
  • Interface with Accounting (Payroll, General Ledger, and Accounts Payable) regarding all contract-related financial charges (labor, subcontractors, consultants, travel, and material costs).
  • Track Accounts Receivable Aging and resolve issues for assigned projects.
  • Reconcile unbilled receivables.
  • Communicate effectively with customers to resolve any billing issues in a timely manner.
  • Work with Contracts/Subcontracts to track 75% threshold notifications, funding burns, needs, modification statuses, and subcontractor funding.
  • Perform quality control checks to verify information entered in Unanet.
  • Undertake additional tasks as needed to support team objectives and requirements.
Qualifications:
  • Bachelor’s degree in business administration, Management, Finance, or a related field.
  • A minimum of 10 years of project control and financial analysis.
  • Strong understanding of government contracting procedures and regulations.
  • Proficiency in Microsoft Office Suite, particularly Word, Excel, and PowerPoint.
  • Candidates must have experience supporting various types of contracts: FFP, FPLOE, T&M, Cost Plus, CPAF and hybrid contracts
  • Experience with Unanet is desirable.
  • Excellent communication and interpersonal skills.
  • Ability to multitask, prioritize, and manage time efficiently.
  • Attention to detail and capability to work in a fast-paced environment.
  • Knowledge of quality assurance principles and practices is desirable.
  • Knowledge of accounting practices and concepts.
