Job Summary

Key Responsibilities
  • Project Cost Management: Track project costs, schedules, and technical performance, and provide regular updates to stakeholders.
  • Collaboration and Communication: Collaborate with stakeholders to establish and monitor program execution, ensuring alignment with milestones, key events, and significant accomplishment criteria.
  • Financial Reporting: Prepare and deliver monthly internal and external financial and program reports, including detailed Monthly Status Reports (MSRs).
  • Financial Analysis: Assist in the preparation of financial documents such as Estimates at Completion (EACs), Forecasting, and Annual Operating Plans on a monthly, quarterly, and annual basis.
  • Spend Plan Management: Develop, maintain, and analyze spend plans and Estimates to Complete (ETC) for assigned projects.
  • Contract Management: Assist in preparing purchase requisitions, monitoring subcontractor costs, and preparing accruals.
  • Customer Interaction: Provide backup documentation for customer invoice submissions and assist in analyzing variances between forecasts and actuals.
  • Task Order Management: Manage the execution of Task Orders by handling various administrative tasks, including staffing, recruitment, travel arrangements, ODC management, and personnel information tracking.
  • Reporting and Analysis: Develop and deliver monthly and routine contract and task order management reports as directed by the Contracting Officer's Representative (COR).
  • Quality Control: Maintain an approved Quality Control Plan to ensure the quality, accuracy, and timeliness of contractor performance and deliverables.
  • Risk Management: Track and manage risks related to funding burn and exhaustion.
  • Financial Liaison: Serve as a liaison for the flow of financial information between the Program Manager, Deputy Program Manager, and corporate finance staff.
  • Accounting Interface: Interface with Accounting (Payroll, General Ledger, and Accounts Payable) regarding all contract-related financial charges (labor, subcontractors, consultants, travel, and material costs).
  • Accounts Receivable Management: Track Accounts Receivable Aging and resolve issues for assigned projects.
  • Unbilled Receivables Reconciliation: Reconcile unbilled receivables.
  • Customer Communication: Communicate effectively with customers to resolve any billing issues in a timely manner.
  • Contract Tracking: Work with Contracts/Subcontracts to track 75% threshold notifications, funding burns, needs, modification statuses, and subcontractor funding.
  • Quality Control Checks: Perform quality control checks to verify information entered in Unanet.
  • Additional Responsibilities: Undertake additional tasks as needed to support team objectives and requirements.
Requirements
  • Education: Bachelor's degree in business administration, Management, Finance, or a related field.
  • Experience: A minimum of 10 years of project control and financial analysis.
  • Government Contracting Knowledge: Strong understanding of government contracting procedures and regulations.
  • Technical Skills: Proficiency in Microsoft Office Suite, particularly Word, Excel, and PowerPoint.
  • Contract Types: Experience supporting various types of contracts: FFP, FPLOE, T&M, Cost Plus, CPAF and hybrid contracts.
  • Desirable Skills: Experience with Unanet, excellent communication and interpersonal skills, ability to multitask, prioritize, and manage time efficiently, attention to detail, and capability to work in a fast-paced environment.
  • Security Clearance: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance with polygraph is required.
