Position: Disaster Preparedness and Response Project Coordinator (Hybrid) 
Location: Northeast Minnesota 

 

Justice North seeks to fill the position of Disaster Preparedness and Response Project Coordinator to manage and implement its new disaster preparedness and response grant. The goal of this project is to develop a systematic approach to prepare for and respond to the often‐unanticipated legal needs of low‐income individuals who have experienced a disaster in northeast Minnesota and to integrate a legal services component into the existing regional disaster preparedness/response plan. The Coordinator may work remotely, but in-person attendance at regular in-person meetings, outreach, trainings and other events is required. This position is grant funded for two years initially. Justice North has the intention to apply to renew the grant. 

 

Organization: 

Justice North, formerly Legal Aid Service of Northeastern Minnesota, provides legal representation to low-income clients in 11 counties with offices in Duluth, Grand Rapids, Virginia, Brainerd, and Pine City. Justice North was founded in 1952 and has become an integral part of the justice system and a cornerstone of Northeastern Minnesota’s commitment to the proposition that equal access to justice is a basic human right. In addition to a full range of general poverty law services, Justice North operates special projects to focus on the unique needs of the clients we serve, such as the Elder Law Project, Housing Clinics, and critical partnerships in multiple counties to prevent homelessness. Justice North is also one of the seven legal services programs that form the Minnesota Legal Services Coalition. 

 

In every case that we handle, our goal is always to help our clients reach sustainable, holistic resolutions to the problems they face. Legal problems do not arise in a vacuum, nor does resolving a legal matter always achieve the client’s goals of safety, stability, and security. To that end, we work closely with many community partners across our service area. Working in tandem with our community partners can often spark a virtuous cycle of success for our mutual clients.  

 

Responsibilities: 

The Coordinator will provide outreach and training to key stakeholders about legal services to disaster victims; and develop and implement a comprehensive disaster legal response plan through collaboration with local, regional and statewide partners. 

 

The responsibilities also include coordinating with and reporting all work done under the grant. Significant travel throughout the region is required to meet with stakeholders and conduct outreach, training and workshops on disaster preparedness, response, recovery, and mitigation. Responsibilities also include developing training materials, organizing and facilitating workshops, training sessions, and community outreach events. 

 

Under the supervision of the Development and Communications Manager, the Disaster Preparedness and Response Project Coordinator will: 

 

  • Participate in local, regional, and statewide disaster planning and recovery committees and meetings and explain Justice North’s work to the existing disaster response community and network. 
  • Provide input and guidance to disaster response partners on integrating legal services into their disaster response plans and protocols.
  • Arrange presentations at community education and partner events about legal aid’s role in disaster response. 
  • Build and maintain strong relationships with community organizations, legal professionals, volunteers, and other stakeholders.
  • Identify and engage with communities affected by disasters to assess their legal needs and provide appropriate assistance.
  • Organize and conduct regular training sessions for legal aid staff and pro bono attorneys on disaster legal issues and response protocols.
  • Implement a comprehensive plan to expand outreach and community education efforts to raise awareness of disaster legal services and resources among vulnerable populations.
  • Collaborate with grant partners and participate in the broader disaster legal aid community to enhance service delivery and share best practices.

 

The Coordinator will receive training and mentorship from Justice North colleagues. 

 

Qualifications: 

Applicants must have strong interpersonal and communication skills and be capable of building rapport with a diverse range of individuals and organizations. The applicant should have demonstrated ability to build professional partnerships with people in the community, human services providers, and community partners, as well as excellent organizational and project management skills, and the ability to successfully manage multiple projects simultaneously. Applicants must be comfortable working with various forms of technology and able to effectively communicate remotely and in person. Applicants must be able to travel regionally on a regular basis and hold a valid driver’s license and properly insured vehicle. 

 

Demonstrable awareness and sensitivity to the needs of the populations we serve is necessary. The ideal candidate will have experience in disaster preparedness, response, and/or community engagement, an interest in the non-profit sector and issues that affect low-income people, and demonstrated commitment to diversity, equity, and inclusion in the workplace preferred. 

 

The ability to work constructively with others, the ability and willingness to work hard, use good judgment, as well as the willingness to work independently are all necessary qualifications for this position. Applicants must be flexible and willing to accept additional duties as necessary.  

 

Compensation: 

$58,062.
