Overview:

The Management Analyst plays a crucial role in coordinating and optimizing disaster response and recovery efforts. They analyze data, develop strategies, and provide logistical support to ensure efficient deployment of resources and personnel in disaster-affected areas. This position will require deployment to disaster areas. Federal Emergency Management Agency (FEMA) will require the individual to deploy to a covered disaster are within 48 hours of notification.

The deployment areas will cover FEMA regions 3 & 4, Delaware, DC, Maryland, Pennsylvania, Virginia, West Virginia, Alabama, Mississippi, Florida, North Carolina, South Carolina, Georgia, Kentucky, and Tennessee.

Job Summary:

  • Data Analysis: Collect, analyze, and interpret data related to disaster response operations, including damage assessments, resource availability, population demographics, and logistical constraints.
  • Operational Planning: Develop comprehensive plans and strategies for disaster response and recovery operations, considering factors such as geographic location, severity of damage, community needs, and available resources.
  • Resource Allocation: Determine optimal allocation of human, financial, and material resources to support field operations, considering priorities, timelines, and budget constraints.
  • Logistical Coordination: Coordinate the logistics of field deployments, including transportation, accommodation, equipment, and supplies, to ensure timely and effective support for response teams and aid delivery efforts.
  • Situational Awareness: Monitor developments in disaster-affected areas, including changes in weather conditions, infrastructure status, security threats, and population movements, to adapt response plans and strategies as needed.
  • Stakeholder Collaboration: Collaborate with government agencies, non-profit organizations, community groups, and other stakeholders to share information, coordinate activities, and leverage resources for maximum impact.
  • Emergency Communication: Establish and maintain communication channels with field teams, partner organizations, and local authorities to facilitate information sharing, coordination of efforts, and response to emerging needs.
  • Performance Monitoring: Track and evaluate the effectiveness of response efforts, including key performance indicators (KPIs), milestones achieved, challenges encountered, and lessons learned, to inform decision-making and continuous improvement.
  • Documentation and Reporting: Maintain accurate records of activities, resources deployed, expenditures incurred, and outcomes achieved during field operations, and prepare regular reports for internal and external stakeholders.
  • Capacity Building: Provide training and support to field staff, volunteers, and partner organizations on disaster response principles, procedures, and best practices to enhance preparedness, efficiency, and effectiveness.

  • Strong analytical, problem-solving, and decision-making skills, with the ability to synthesize complex information and develop actionable insights and recommendations.

  • Proficiency in data analysis tools and software, such as Microsoft Excel, Geographic Information Systems (GIS), and statistical software packages.
  • Knowledge of disaster management principles, frameworks, and best practices, including incident command systems, disaster risk reduction, and humanitarian standards.
  • Ability to work independently and as part of a team, with a proactive and results-oriented approach to work.
  • Flexibility to work irregular hours, including evenings, weekends, and holidays.
  • Willingness to travel and work in disaster-affected areas for extended periods, often in challenging conditions.
  • Live within driving distance of a metropolitan airport.

Additional Skills (Preferred):

  • Experience with database management systems and data visualization tools.
  • Knowledge of remote sensing technologies and spatial analysis techniques.
  • Familiarity with government regulations, policies, and procedures related to disaster response and recovery.
  • Fluency in multiple languages, particularly those spoken in disaster-prone regions.
  • Demonstrated leadership abilities, with experience in coordinating multi-disciplinary teams and managing partnerships with government agencies, Non-Governmental Organizations (NGOs), and other stakeholders.

Education/Experience:

  • Bachelor's degree with 10 years of experience in disaster fieldwork or in field of expertise; a graduate level degree or professional registration with 5 years of experience in disaster fieldwork or in field of expertise; or 15 years of experience in disaster fieldwork or in field of expertise.
  • Several years of experience in disaster response, emergency management, logistics, or a related field, with demonstrated proficiency in data analysis and operational planning.
